Security incidents in Homs Governorate

The Syrian Future Movement, in response to the recent security developments in Homs Governorate, particularly the security incident in the Zaydal area on November 23, 2025, and the emergency tribal meeting, affirms that the stability of the governorate and the stability of all of Syria is a paramount national priority that cannot be postponed or compromised.

The Syrian Future Movement believes that the emergency tribal meeting in Homs Governorate, and the preceding tragic security incident, underscore a serious reality: the security environment in Syria remains fragile and vulnerable to collapse at any moment, due to several factors:

  1. The continued security vacuum in many areas despite the efforts made.
  2. The overlap between local conflicts and sectarian tensions. 3.
  3. The Absence of a Comprehensive Strategy to Address the Root Causes of Crises

The Syrian Future Movement believes that addressing the security situation in Homs and other governorates requires:

First: Strengthening the partnership between the state and society through:

  • Activating the role of tribes and families as active partners in establishing stability
  • Supporting community initiatives aimed at preventing violence and strife
  • Building bridges of trust between security agencies and community components

Second: Transitioning from temporary security measures to sustainable strategies through:

  • Developing an integrated security system based on scientific planning
  • Adopting clear programs for disarmament and reintegration
  • Strengthening the presence of the state and its institutions in all areas

Third: Building robust state institutions, which can be achieved through:

  • Restructuring security agencies according to clear professional principles
  • Establishing an independent judicial system that achieves justice for all
  • Building institutional capacities capable of managing complex security issues

Based on the vision of the Syrian Future Movement, we recommend the following:

  1. Forming local reconciliation committees under state auspices.
  2. Strengthening the professional security presence in tense areas. .
  3. Launching a comprehensive societal dialogue on ways to achieve stability.
  4. Developing early warning mechanisms for the early detection of potential hotspots.

The Syrian Future Movement, while closely following developments in Homs Governorate, affirms that Syria’s future is linked to our collective ability to transform crises into opportunities for reconstruction and to shift from a crisis management approach to one of building sustainable solutions.

We consider Syrian tribes to be essential partners in building the new Syria, and we call on all parties to demonstrate the highest national responsibility and to place the nation’s interest above all other considerations.
