Report of the Central Financial Control Authority on irregularities in the General Grain Corporation

The Syrian Future Movement welcomes the release of the Central Financial Control Authority’s report, which revealed financial and administrative irregularities in branches of the General Establishment for Grains during the previous regime, amounting to more than 6.1 billion Syrian pounds. The Movement considers this a first step towards recovering looted public funds and establishing the principles of transparency and accountability in the management of national resources.

The Syrian Future Movement believes that this revelation, despite its delay, represents a historic opportunity during the current transitional phase to transform the system of financial governance from one of impunity to one of firmly established institutional accountability. This will ensure that the financial and administrative collapse witnessed by public institutions over decades is not repeated.

The Syrian Future Movement demands the following:

  1. The immediate referral of the documented irregularities to the independent judiciary within a period not exceeding sixty days, with a guarantee of public hearings and the accurate publication of names and figures.
  2. The full recovery of the looted funds to the public treasury and their allocation to the rehabilitation of the grain production and storage sector as a national economic priority.
  3. Issuing a transitional law to ensure the independence of the Central Financial Control Authority from the executive branch, and activating pre- and post-audit mechanisms according to international standards.
  4. Applying the principle of “Where did you get this?” to every public employee holding a sensitive financial or administrative position, with mandatory financial disclosure as a prerequisite for appointment.
  5. Restructuring the General Grain Corporation according to a modern governance model based on partnership with the national private sector under strict parliamentary and societal oversight, thereby achieving food security and transforming the corporation from a financial burden into a development engine.

The Syrian Future Movement believes that building the future of Syria is not only based on holding the past accountable, but also on designing financial systems and an administrative mindset that objectively make the return of corruption impossible.

We also believe that we are currently facing a true test of the seriousness of the transitional phase in blocking all forms of plunder, whether disguised under old or new slogans.

The Syrian Future Movement calls for the Syria of tomorrow to be a state of institutions, not a state of individuals; a state whose resources are managed with economic efficiency that serves the people, not depletes them.
