Memorandum of Understanding between the Syrian Ministry of Foreign Affairs and the United Nations for the training of diplomats

The Syrian Future Movement believes that the signing of a Memorandum of Understanding between the Syrian Ministry of Foreign Affairs and Expatriates and the United Nations on November 20, 2025, concerning the training of Syrian diplomats and the enhancement of their professional capabilities, constitutes a positive step towards restoring the standing of Syrian diplomacy within the modern international relations system, and within the framework of the ongoing transformations in national governance during the transitional phase.

The Syrian Future Movement affirms that strengthening institutional cooperation with the United Nations, particularly in the areas of knowledge and professional development, represents a necessary strategy for building the new Syrian state—a state based on the efficiency of its institutions, the seriousness of its openness, and its ability to interact with the international system and its shared rules and values.

The Syrian Future Movement believes that the United Nations’ support for the Diplomatic Institute at the Ministry of Foreign Affairs reflects international recognition of the need to develop the skills of Syrian diplomatic personnel and align them with global standards of foreign service, thus enabling Syria to regain its natural role in its regional and international environment.

The Syrian Future Movement clarifies that adopting modern, interactive, and practical training programs, employing a train-the-trainer methodology, aligns with the requirements for building a pioneering diplomatic corps capable of transferring and developing expertise within national institutions. This, in turn, enhances the long-term independence and competence of national personnel.

The Syrian Future Movement emphasizes the need to reimagine Syrian diplomacy as a tool for formulating public policies, narrating the story of a new Syria, engaging with the world, and developing effective partnerships that transcend traditional frameworks. These partnerships should embrace modern approaches based on preventive diplomacy, economic diplomacy, digital diplomacy, and empowering youth to work abroad.

The Syrian Future Movement stresses that institutional engagement with international organizations, particularly the United Nations, is a gradual integration into the international system and its rules. It reinforces Syria’s commitment to shared responsibilities in peace, security, development, and human rights. The Syrian Future Movement affirms that a modern state is not built in isolation, but rather through active participation on the international stage and the adoption of standards of transparency, integration, and cross-border cooperation.

The Syrian Future Movement welcomes the growing partnerships of the Diplomatic Institute, whether with the United Nations or regional institutions such as the Prince Saud Al-Faisal Institute for Diplomatic Studies. It views this as a strategic asset that paves the way for a new diplomatic renaissance, reflecting the aspirations of the Syrian people for stability and positive integration into their Arab and international environment.
