IMF report on signs of economic recovery in Syria

The Syrian Future Movement is closely following the economic developments outlined in the International Monetary Fund’s report issued on Monday, November 17, 2025. The report announced the IMF’s intention to implement an intensive cooperation program with Syria, including providing technical assistance to improve the quality of economic data and paving the way for the resumption of Article IV reviews for the first time since 2009.

The report also noted signs of recovery in the Syrian economy, driven by improved consumer and investor confidence, the country’s gradual integration into the regional and international economies, and the effects of lifting sanctions and the return of more than one million refugees.

The Syrian Future Movement welcomes this international step, which reflects initial recognition of progress in the economic and institutional environment, and considers it an important opportunity to rebuild the Central Bank and strengthen the capabilities of financial and regulatory institutions.

The Syrian Future Movement believes that the success of this cooperation requires clear economic policies, improved data mechanisms, and increased transparency to enable accurate and responsible evaluation of economic policies.

At the same time, the Syrian Future Movement affirms that any genuine and sustainable recovery necessitates profound structural reforms based on effective governance, combating corruption, restructuring subsidies according to a fair approach, and improving the state’s financial management.

The Syrian Future Movement also emphasizes the necessity for economic reforms to be accompanied by a social approach that guarantees the protection of vulnerable groups, expands the base of economic opportunities, and provides an investment environment that attracts local and foreign capital without compromising the national interest.

The Syrian Future Movement affirms that strengthening cooperation with international economic institutions, including the International Monetary Fund, must be directed towards building a strong, diversified, and sustainable economy that achieves justice and equality and responds to the needs of the reconstruction and development phase.

The Syrian Future Movement also urges the relevant authorities to provide independent oversight mechanisms to ensure that the gains of recovery benefit all Syrians without exception, especially in vital productive sectors such as agriculture and industry.

The Syrian Future Movement reiterates its full commitment to a national vision based on comprehensive development, good governance, and economic justice, affirming its readiness to support every initiative that contributes to building a better economic future for Syria and its people.
