Social measures to address the phenomenon of begging in Syria

The Syrian Future Movement is following with great concern and interest the growing phenomenon of begging in a number of Syrian cities. This phenomenon has serious social and humanitarian repercussions, affecting the dignity of Syrians and reflecting the depth of the economic and living challenges facing broad segments of society.
In this context, the movement issued an official statement on June 27, 2025, entitled:
“Regarding the Homs Governorate’s Decision to Address the Phenomenon of Begging.”
In it, the movement expressed its support for the measures taken by the Homs Governorate at the time, which included organizing field campaigns to monitor cases of begging and transferring a number of beggars to social care centers. It emphasized the need for these measures to be part of a comprehensive national policy, not limited to security or circumstantial measures.

Today, while the Syrian Future Movement welcomes the campaign launched by the Directorate of Social Affairs and Labor in Aleppo Governorate on September 15, 2025, which resulted in the transfer of 221 beggars to a specialized care and rehabilitation center, it reaffirms the following principles:

First, the importance of comprehensive social treatment:
Confronting the phenomenon of begging requires a multidimensional approach, including:

  • Providing equipped rehabilitation centers that provide psychological, health, and educational services.
  • Supporting vocational training and economic empowerment programs for vulnerable groups.
  • Involving civil society in monitoring cases and providing sustainable support.
  • Launching national awareness campaigns aimed at preventing begging by addressing its structural causes.

Second, the necessity of national dissemination:

The Syrian Future Movement calls for the dissemination of these initiatives to all Syrian governorates, within a clear institutional framework that ensures coordination between government agencies and community organizations, promotes social justice, and preserves human dignity.

Third: Emphasizing the development vision:

Addressing begging is not merely a security or regulatory issue, but rather part of an integrated development vision that places people at the heart of public policy and establishes a more cohesive and equitable social environment.

The Syrian Future Movement renews its commitment to supporting all initiatives that serve the Syrian citizen and advance the building of a united, just, and cohesive society, in which every individual has a place, a role, and the opportunity for a dignified life.
