Decision to unify university fees for Syrian students who have obtained their secondary school certificate inside or outside Syria.

The Syrian Future Movement has reviewed the decision issued by the Syrian Ministry of Higher Education and Scientific Research, dated September 17, 2025, stipulating the unification of university fees for Syrian students who have obtained their secondary school certificates, whether from within Syria or abroad, starting with the 2025-2026 academic year. This decision comes within the framework of what the Ministry described as “a national step to embrace Syrian students wherever they are,” encouraging them to return to study at national universities, and promoting the principle of equal opportunity for all citizens.

While welcoming this decision in principle, the Syrian Future Movement would like to clarify the following:

  1. Unifying fees is a positive step toward educational justice and enshrining the principle of equality among Syrian students, regardless of where they obtained their secondary school certificates.
  2. The decision must be implemented within transparent and fair mechanisms that ensure non-discrimination and take into account the economic and social circumstances of students returning from abroad.
  3. The importance of linking this decision to broader policies aimed at reforming university education, improving the quality of its outcomes, and providing a free and safe academic environment.
  4. Calling on the Ministry to involve student representatives and independent academic bodies in formulating and implementing educational policies, to enhance trust and ensure genuine representation.
  5. Emphasizing that Syrian universities must be inclusive spaces for all Syrians, free from discrimination or politicization, and a gateway to building a national future based on competence and knowledge.

The Syrian Future Movement sees this decision as an opportunity to reconnect Syrian students abroad with their homeland. It emphasizes that education is one of the pillars of rebuilding Syria, and that any reform in this sector must be part of a comprehensive national project that places people at the heart of public policy.
