The Syrian Future Movement is following with great concern and interest the contents of the report of the Independent International Commission of Inquiry on the Syrian Arab Republic, issued on August 14, 2025. The report documented grave violations that occurred in the Syrian coastal areas and concluded that some of these acts “amount to war crimes,” with the involvement of members of government forces, groups loyal to the former regime, and civilians.
While we, the Syrian Future Movement, strongly condemn all forms of sectarian violence and violations that violate the dignity of the Syrian people, we affirm that the report’s contents represent a national and moral alarm bell, calling on all political, social, and religious forces to stand united against the culture of impunity and work diligently to consolidate justice and national reconciliation.
The movement followed with interest the Syrian Ministry of Foreign Affairs’ announcement welcoming the findings of the UN report and its confirmation of its consistency with the findings of the Independent National Fact-Finding Commission. This was also stated in a statement by the Minister of Foreign Affairs and Expatriates, Mr. Asaad Hassan Al-Shaibani, who indicated the Syrian government’s commitment to incorporating the report’s recommendations into the process of building institutions and consolidating the rule of law. He considered the cooperation between the international commission and the Independent National Commission a positive step toward enhancing transparency and accountability.
The movement appreciates these statements, but emphasizes that transitional justice is not limited to formal procedures or political statements. Rather, it requires genuine political will, full transparency, and fair accountability for all those involved, regardless of their positions or affiliations. Furthermore, making the results of investigations public and enabling victims to access justice are essential conditions for the success of any transitional justice process, in accordance with the UN Basic Principles on the Rights of Victims and Reparations.
The Syrian Future Movement believes that national reconciliation cannot be built on denial of pain, but rather on acknowledging it, redressing the damage, restoring dignity to victims, and activating the role of civil society in shaping Syria’s future.
We also call for the involvement of religious and cultural institutions in the societal de-escalation process, rejecting hate speech, and promoting a culture of inclusive citizenship, as we believe this is the best way to confront the remnants of the former regime and those lurking in the new phase.
On this occasion, the Syrian Future Movement affirms its full support for every national reform process aimed at building a state of law, institutions, and justice. It renews its commitment to peaceful, civil, and constitutional action for a free, unified, and just Syria that embraces all its people without discrimination.
