Project to establish a development fund for reconstruction and the return of displaced persons

The Syrian Future Movement positively followed the Syrian Interim Government’s announcement of a project to establish a specialized development fund for reconstruction and support for the return of displaced persons. We view this as a strategic step toward promoting national recovery and ending the geographic and social fragmentation left behind by years of conflict and displacement.

The Syrian Future Movement believes that the launch of this fund represents an important foundational moment in the process of building the new Syrian state. It indicates a rational approach toward mobilizing resources, rebuilding infrastructure, and restoring citizens’ dignity as a primary pillar of public priorities.

The Syrian Future Movement supports the establishment of the development fund as a strategic tool for managing national and international resources in a transparent, institutionalized manner. It views it as an opportunity to move beyond the previous rentier mentality and transition to a participatory, productive approach that restores balance to the Syrian economic landscape. The movement also considers linking the fund to the project for the return of displaced persons a conscious step that links the humanitarian dimension with development justice and reintegrates the displaced into the fabric of their homeland.

The Syrian Future Movement calls on official bodies to establish the fund according to the following principles:

  • Geographical justice in the distribution of spending, with priority given to the most marginalized and devastated areas.
  • Institutional transparency in resource management, through the publication of financial reports and the adoption of an independent oversight body composed of civil society representatives and experts.
  • Community partnership in project selection and representation of displaced persons, to ensure safe, dignified, and sustainable return.

The Syrian Future Movement warns against attempts to politicize the fund or transform it into a tool for sectarian or regional alignment. We emphasize the need to develop a clear priority map based on objective indicators of need, not influence or connections. We also demand that the fund be independent of any security or military entity, and that its funds be managed through internationally recognized banking channels.

In light of all of the above, the Syrian Future Movement recommends the following:

  • Establishing an independent national committee to formulate the institutional framework for the fund, including economic experts, representatives of affected areas, and activists working on the return issue.
  • Launching a transparent platform to monitor incoming resources and expenditures, and involving citizens in public oversight.
  • Ensuring that the fund’s work is linked to a national strategy for sustainable development, so that reconstruction is not viewed as an emergency restoration, but rather as the building of a just and productive state.

The Syrian Future Movement believes that the establishment of this fund, if managed with a comprehensive and professional vision, will represent a true turning point in the path of national recovery and societal return. We call on all political and societal forces to support the project and demand that it be viewed as a model of justice, not merely a construction tool. It should be a comprehensive national effort, not merely a technical task.
