The Syrian Future Movement followed with interest the announcement by the High Elections Committee of the completion of the final version of the interim electoral system for the Syrian People’s Assembly and its submission to President Ahmad al-Sharaa.
The Syrian Future Movement appreciates the steps taken to build the stage of returning to the parliamentary institution, viewing it as a necessary step toward building national legitimacy.
In this statement, the Syrian Future Movement expresses fundamental reservations and offers observations that would improve the chances of success of this initiative and its representation of all Syrians.
The Syrian Future Movement affirms its reservations regarding the centralization of power in appointing the presidential third of the Assembly members, as we believe it represents a violation of the principle of equal democratic representation and reinforces the dominance of the executive authority. Furthermore, indirect representation through subcommittees reduces the scope for popular participation and imposes institutional guardianship without defined criteria. It also excludes some Syrian regions from the nomination and selection mechanism, despite reference to field consultations.
The Syrian Future Movement, inspired by the spirit of Syrian consensus, calls for:
- Including all Syrian regions in the formation of the council, including Sweida and the eastern Euphrates, through consensus-based figures who enjoy local acceptance, even if minimally, to ensure a truly symbolic presence that opens the door to national communication.
- Neutralizing party and security affiliations in nominations, in favor of independent civil and human rights figures who represent the priorities of the people, not the apparatuses.
- Strictly defining a clear timeframe for the work of the interim council, linking it to a transitional phase toward a full electoral process that includes all Syrians without exception.
The Syrian Future Movement believes that the interim parliament, despite its shortcomings, may provide an opportunity to initiate an institutional Syrian dialogue, provided that it is structurally evaluated, expanded in representation, and its transitional goals are clearly defined.

We emphasize that any attempt to establish illusory representation will reproduce the old regime, undermining the chances of building a state of justice and law.
The Syrian Future Movement believes that the formation of an interim parliament is a temporary tool for legislative oversight and an expression of initial national pluralism, given the exceptional circumstances Syria is experiencing and the impossibility of holding fair and inclusive general elections. This parliament must remain linked to a clearly defined transitional process toward a legitimate, elected parliament.
