Recent security operations in Latakia Governorate

The Syrian Future Movement is following with concern and interest the recent security developments in Latakia Governorate, announced by the Internal Security Command on July 26 and 28, 2025. These developments resulted in the dismantling of armed cells linked to the so-called remnants of the ousted regime, most notably the so-called “Coastal Operations Room” led by former Colonel Malek Ali Abu Saleh. These operations also resulted in the arrest of prominent figures such as Maher Hussein Ali and Al-Waddah Suhail Ismail, who were proven to be involved in sabotage operations and attacks targeting security and military sites during the events of March 6.

As a peaceful and nationalist civil movement, the Syrian Future Movement views these security operations as a necessary step in dismantling the deep structure of tyranny and strengthening the transitional process led by President Ahmed al-Sharaa since December 2024, who has pledged to rebuild the state on the foundations of citizenship, the rule of law, and respect for human rights.

What investigations have revealed about direct coordination between these cells and security figures from the former regime, such as Maher al-Assad, Suhail al-Hassan, and Ghiath Dallah, in addition to receiving logistical support from external parties such as the Lebanese Hezbollah, confirms that the threats facing Syria today are not merely security-related, but structural, aimed at reproducing the system of oppression and subjugation under new pretexts.

The Syrian Future Movement appreciates the efforts made by the Internal Security Forces and the Counter-Terrorism Branch, commends the role of the people of Latakia in providing information and contributing to the protection of their community, and also emphasizes the following:

  1. The necessity of subjecting all detainees to fair and transparent trials, in accordance with international standards and under independent judicial oversight, to ensure that the patterns of arbitrary detention that prevailed during the era of the deposed regime are not repeated.
  2. We call on the transitional government to issue a detailed official report on these operations, including the names of those involved, the nature of the charges, and the progress of the investigations, in order to enhance the principle of transparency and restore trust between citizens and the security establishment.
  3. Demanding the Ministry of Interior to restructure the security services on the Syrian coast, train their personnel on human rights principles, and separate them from any political or sectarian loyalties, so that they become a tool for protection rather than a tool for domination.
  4. Calling on the Presidency of the Republic to launch a national process to review past violations and form an independent transitional justice commission tasked with documenting crimes, holding those responsible accountable, and compensating victims.
  5. Emphasizing that security is not built with an iron fist, but rather through community partnership. The government must launch “community security” programs that engage citizens in protecting their neighborhoods and redefine the relationship between the state and society on the basis of trust and mutual respect.

The Syrian Future Movement believes that this historic moment, which coincides with the dismantling of the former regime’s security loyalty networks, is an opportunity to re-establish the Syrian state as a state that upholds human value, restores citizenship, and fortifies society against all forms of tyranny and extremism.
