- He was born in the town of Jarjanaz in the eastern countryside of Maarat al-Numan in Idlib in 1958.
- He finished high school in the schools of his hometown, then began his university studies at the Faculty of Economics at Aleppo University in 1977, where he graduated with a bachelor’s degree in accounting in 1981.
- After graduation, he worked as a financial auditor at the Ministry of Irrigation from 1982 to 1985.
- He was sent to the Soviet Union to get his doctorate.
- In 1991, he earned a doctorate in accounting and financial analysis from the Higher Institute of National Economy in Ukraine.
- After his return, he was appointed as a faculty member at Tishreen University – Faculty of Economics in 1992, then head of the accounting department between 1994 and 1996.
- He taught at Philadelphia University in Amman from 1996 to 2006, in addition to working at Tishreen University as an associate professor.
- He was transferred to Aleppo University in 2007 and was appointed director of the Technical Institute for Banking and Financial Sciences from 2010 to 2012.
- He taught at the Arab Academy for Science and Technology in Latakia, affiliated with the Arab League, from 2006 to 2011.
- At the beginning of the Syrian revolution, he was part of the Higher Committee for the management and operation of Aleppo University in the liberated areas, where he served as dean of the university’s Faculty of Economics.
- He was appointed Minister of Higher Education in the Syrian Interim Government from 2016 to 2019.
- He assumed the deanship of the Faculty of Economics at Aleppo University in the liberated areas until 2020.
- He became dean of the Higher Institute of Administration and Financial Control at Aleppo University in the liberated areas in 2020.
- He has been the president of Aleppo University in the liberated areas since 2020.
- He served as the head of the Studies and Research Center at Aleppo University in the liberated areas, and as the head of the editorial board of the Aleppo University Research Journal in the liberated areas since 2021.
- He has been a member of the Higher Education Council in the Syrian Interim Government since 2016.
- He supervised several graduate students (MSc-PhD) in the Department of Accounting at the Faculty of Economics.
- He authored several books on accounting, presented many research papers published in specialized scientific journals, and gave lectures at several universities in the liberated areas and before the fall of the former regime, in addition to universities in Turkey, such as Aleppo University, Basaksehir, and Istanbul.
- He participated in many scientific conferences, including the first international scientific conference at Aleppo University in the liberated areas, where he presented a joint research on harmonizing higher education outputs with the labor market, and a joint research on evaluating the performance of faculty members at the Faculty of Economics.
- Two of his sons were martyred during the years of the revolution, in addition to the kidnapping of his eldest son Ibrahim al-Dughaim, whose fate remains unknown until today.
- Dr. Abdulaziz al-Dughaim continues to lecture at a number of Syrian universities.
