Determinants of national action

Emphasizing that the organizational, theoretical, and intellectual structure is the foundation of every successful effort seeking to overthrow the criminal regime and build a viable alternative system…
I propose the following:

The tasks of the national elites in any Syrian national movement are based on four main pillars:

The Political Pillar

This pillar forms several political and diplomatic teams composed of Syrian elites capable of negotiating in a political and nationalist language, committed to the goals of the revolution, with the relevant parties. This team aims to secure the rights of Syrians on the basis of shared interests, equality, mutual respect, and the self-financing of the Syrian elites, free from political influence.

The Military and Security Pillar

Works to form a professional military and security team composed of credible and patriotic Syrian elites, dedicated to serving the Syrian revolution, free from any irresponsible behavior. This aims to pave the way for the establishment of a model national military apparatus and an impartial security apparatus, both committed to the principles of the Syrian national revolutionary movement.

The Civil Pillar
Works to form a team of Syrian social figures from the Syrian elite bloc to achieve the following goals:

  1. Develop a vision for the future of Syrian social relations among all components, and find appropriate formulas for engaging in a secure and civilized future for Syria.
  2. Implement relief and humanitarian relief work through non-politicized non-governmental organizations, carried out by members of the Syrian elite, to coordinate and cooperate with them, avoiding corruption in performance and the waste of resources.
  3. Support and empower the role of women in political life and the nation during the transitional and permanent phase.
  4. Target the younger generations and children with educational and social means that advance the Syrian people and society toward civilization like others.
  5. Rebuild the value system in Syrian society using all advanced means.

The Pillar of Experts, Competencies, and Technocrats

The future phase represents a significant turning point for Syria after a period of stagnation that lasted for five decades, during which Syrian competencies and expertise were not utilized in productive and effective positions to build the nation. Rather, the policy of tyranny ostracized those with academic and professional qualifications, and a destructive approach prevailed in the management of Syrian affairs, characterized by chaos and corruption. The radical change that Syrians seek includes enhancing Syria’s capabilities and managing it in the best ways that keep pace with global developments, relying on Syrians who possess the necessary expertise and competencies to undertake such tasks and responsibilities.

Accordingly, organizing the ranks of Syrian technocrats is a necessity at this stage, and this can be achieved on two complementary levels:

  • Specialization
  • Region
    This proactive step is an important tool that can be activated now, during the political transition, and employed in the service of decent Syrian civil and political life.
    These include:
  • A human rights team with integrity, competence, and perseverance, to follow up on the cases of Syrian detainees and disappeared persons, working to demand visits by international committees to Assad-run prisons and the unconditional release of women.
  • Forming a judicial team to prepare for the task of handling transitional justice in a highly professional manner, and achieving justice for the families of Syrian victims who died as a result of the Assad, Iranian, and Russian aggression against the Syrian people.
  • A team of education experts to address the damage suffered by the generation of children and youth who were deprived of completing their education, and to develop exemplary plans to build a Syrian personality eager for creativity and innovation.
  • A medical team to monitor medical affairs inside and outside Syria, and to develop plans and programs to improve the health situation for the current, transitional, and permanent phases.
    -A media team to undertake the media aspect of the Syrian revolution, transitioning from the haphazard nature of coverage to an effective, organized, and professional approach.
  • A team to study the conditions of Syrian refugees and expatriates abroad, improve their current and future living conditions, and organize their ranks into effective networks for any political or humanitarian event, whether near or distant.
  • An engineering team to study damaged infrastructure in Syria, assess its value, nature, and distribution, and develop visions, programs, and plans for rehabilitation and reconstruction, led by professional experts from the Syrian elite, based on the latest theories.
  • A team of experts and scientists specializing in the study and management of water resources, their distribution, and the mechanism for managing Syria’s needs within a decentralized administrative system.
  • A team of experts and scientists to study and manage mineral and fossil fuel resources, their distribution, and the mechanism for meeting Syria’s needs within a decentralized administrative system.
  • An agricultural engineering team to study the redistribution of agricultural production and achieving Syrian food security within a decentralized administrative system.
  • A team of economic and global trade experts to develop the best solutions for export and import in light of domestic, regional, and global variables.
  • A team of experts in sustainable development and the biosphere will develop plans to rehabilitate natural resources, address the effects of war, and address the wretched mismanagement of resources that has plagued Syria for 50 years.
  • A team of industrial experts will study the redistribution of industrial production and its integration with the agricultural and commercial sectors, and achieve sustainable development within the framework of a decentralized administrative system.
    -A team of experts in higher education will address the deterioration in the evaluation of Syrian degrees, develop university curricula, and promote scientific research as a goal and means to advance all economic and social sectors toward a prosperous society for our future generations.
