- It is a state that is not forcibly dominated
by any authoritarian group, whether military,
religious, or even ethnic! - We see the necessity of agreeing on the
essence of a civil state, based on respecting
the uniqueness of our Syrian experience, our
people’s composition, and their culture. - We call for a civil state where the popular
will elevates to be the master in governance,
administration, and management. - The civil state is founded on constitutional
legitimacy through a voluntary contract and
popular mandate, without the direction of a
tyrant or the imposition of a beneficiary. - The establishment of a civil state, with the
sovereignty of the popular will, represented
by “law,” includes everyone and governs
everyone, serving the entire society, not just a
limited group. - The civil state is contractual, and thus it
must guarantee the rights of its people and
those who live on its land.
