The theory of development media is a theoretical framework that focuses on the role of media in promoting social, economic, and political development in societies. This theory emerged in the mid-20th century, when developing countries began seeking ways to use media as a tool to achieve sustainable development. The theory of development media is one that aims to employ media to achieve development goals. It relies on the idea that media can be a driving force for positive change by disseminating information, promoting community dialogue, and supporting local initiatives.

On Goals and Origin:

The main goals of the development media theory include:

  1. Raising awareness about development issues such as health, education, and human rights.
  2. Encouraging citizens’ participation in decision-making processes by providing platforms for dialogue and discussion.
  3. Changing behaviors and attitudes through targeted media campaigns.
  4. Providing information about economic opportunities and social support programs.

The studies mentioned with their references highlight how media is used as a tool to achieve sustainable development and promote social change in various contexts.

This theory is considered particularly important in contexts suffering from conflicts or crises, where media can play a crucial role in promoting peace and stability. One of the most prominent thinkers and figures in development media theory is “Wilber Schramm,” who is regarded as a pioneer in the field of development media, highlighting the role of media in social change and development. Additionally, “Daniel Lerner” made significant contributions to understanding the role of media in development, particularly in his book Passing Traditionalism: Modernization in the Middle East, which discusses how media can contribute to modernization and development.

These thinkers, along with others, made substantial contributions to the development of the theory of development media and its applications in various developmental contexts. They laid the foundation for numerous applied studies that have examined the theory of development media and how it can be applied in different settings. Some notable examples include:

  1. Development Media Study in Oman: This study explored the role of media in raising awareness about development plans, achievements, and priorities, as well as the role of media in environmental awareness and disseminating population information. It also focused on the developmental media needs of rural Omani women.
  2. Development Media Study in Egypt: This study examined the reality of marginalized children in Egypt and their media needs to integrate them into development. It also explored the role of radio in changing traditional views of rural Egyptian women through a field study.

There are some successful examples of development media in Syria, such as Sham Network, which was founded at the beginning of the Syrian revolution in response to the media ban imposed by the Syrian regime. The network played an important role in documenting events and transmitting news from inside Syria to the outside world, contributing to increased international awareness of the situation in Syria.

There is also the Syrian Revolution Page, which started as a social media page to share news of the Syrian revolution and quickly became a primary source of information about events in Syria. The page helped raise awareness of developmental and humanitarian issues in Syria and supported relief and humanitarian assistance efforts.

These two examples show how development media can play a vital role in documenting events, raising awareness, and fostering national and international dialogue, despite the significant challenges they face.

Development media plays a crucial role in Syria, especially in light of the immense challenges the country faces.

Some points that highlight the importance of development media in Syria include:

  1. Enhancing National Dialogue: Development media can contribute to opening channels of communication between different political and social parties, helping build trust and promote mutual understanding, which is essential for achieving peaceful political solutions.
  2. Awareness and Education: Development media helps raise awareness about developmental issues such as health, education, and human rights. This assists citizens in understanding their rights and duties and encourages active participation in the development process.
  3. Supporting Local Initiatives: Media can spotlight local initiatives aimed at rebuilding society and promoting social cohesion. This encourages community participation and strengthens local development efforts.
  4. Combating Fake News: Development media plays an important role in combating fake news and misinformation that may hinder the peace and development process. By providing accurate and reliable information, media can enhance its credibility and contribute to community stability.
  5. Promoting Sustainable Development: Development media contributes to achieving sustainable development goals by raising awareness of the importance of sustainability and encouraging environmentally, socially, and economically sustainable practices.
  6. Empowering Marginalized Groups: Development media can play a role in empowering marginalized groups by highlighting their issues and needs, helping integrate them into the development process and improve their living conditions.

These challenges require collective efforts from responsible authorities, civil society, and international organizations to enhance the role of development media in Syria and achieve sustainable development goals.

From the above, it is clear that development media can be a powerful tool for achieving positive change in Syria by promoting dialogue, raising awareness, and supporting local initiatives.

However, there are several challenges to benefiting from development media in Syria, including:

  1. Political Restrictions: The control of the Syrian regime, de facto authorities, or intervening countries over media outlets and using them as tools for political propaganda limits freedom of expression and hinders the independent and objective dissemination of developmental information.
  2. Fake News and Misinformation: The spread of fake news and misinformation disrupts the efforts of development media to raise awareness and educate the public, leading to a loss of trust in media, particularly through newsrooms on Telegram programs, which are widely spread in Syria.
  3. Lack of Funding and Support: Many development media outlets suffer from a lack of funding and support, which affects their ability to effectively implement their programs and projects, causing some to shut down completely.
  4. Security Challenges: The unstable security situation in some areas makes it difficult for journalists and media professionals to access these areas and cover events accurately and safely.
  5. Lack of Training and Qualification: The scarcity of training and qualification programs for media professionals in the field of development media leads to a shortage of specialized skills, which impacts the quality of media content.
  6. Technological Infrastructure: The weak technological infrastructure in some areas limits the ability of media outlets to reach a wide audience and utilize modern technologies to disseminate information.

Conclusion:

There is no doubt that media today has become diverse, varied, and accessible, and it is essential for it to be developmental. Therefore, in the media office of the Syrian Future Movement, to activate the role of development media in Syria, we propose the following recommendations:

  1. Enhance Media Freedom: Efforts should be made to reduce political restrictions on media outlets to ensure freedom of expression and the independent and objective dissemination of information.
  2. Combat Fake News: Strengthen efforts to combat fake news and misinformation by developing mechanisms to verify information and raising public awareness about the importance of relying on credible sources.
  3. Provide Funding and Support: Offer financial and technical support to development media outlets to ensure they can implement their programs and projects effectively.
  4. Improve Technological Infrastructure: Develop technological infrastructure in remote areas to ensure that information reaches all segments of society, enhancing the impact of development media.
  5. Training and Qualification for Media Professionals: Organize training programs for media professionals in the field of development media to improve their skills and enable them to produce high-quality media content that contributes to sustainable development.
  6. Encourage Community Participation: Involve the local community in the media decision-making process by creating platforms for dialogue and discussion, strengthening the role of media in achieving local development.
  7. Collaborate with International Organizations: Enhance cooperation with international organizations specializing in media and development to benefit from their expertise and support development media efforts in Syria.

We believe that implementing these recommendations can significantly contribute to enhancing the role of development media in Syria and achieving the goals of sustainable development.
