The Syrian Future Movement views this initiative as a tangible technical advancement in streamlining procedures and accelerating the processing of administrative tasks. It reflects a genuine intent to improve the working environment for media professionals\u2014a welcome shift following years of the bureaucracy and administrative fragmentation that Syrian journalists endured under the ousted regime.<\/p>\n\n\n\n
Nevertheless, the Syrian Future Movement maintains that no matter how sophisticated a digital application may be, it cannot serve as a substitute for comprehensive legislative reform, nor can it compensate for the lack of legal protection for journalists or resolve the ongoing issue of past violations.<\/p>\n\n\n\n
The Syrian Future Movement acknowledges the launch of the “Media Portal” as a practical tool that saves journalists time and effort, eliminates the need to navigate between various disparate directorates and institutions, and allows for the electronic tracking of administrative processes without the requirement for in-person attendance.<\/p>\n\n\n\n
Furthermore, the Syrian Future Movement notes that this development occurs against the backdrop of a relative improvement in press freedom indicators. Syria has climbed 36 places in the 2026 Reporters Without Borders index\u2014rising from 177th to 141st out of 180 countries\u2014marking the most significant advancement in the country’s history.
Notably, there have been no recorded killings of journalists since the beginning of this year. The Syrian Future Movement recalls that, in its statement titled “World Press Freedom Day” (published on May 3, 2026), it acknowledged this progress\u2014while simultaneously emphasizing that “this development, though positive, is merely a first step on a long journey toward moving beyond the classification of a ‘difficult environment’ for journalism.”<\/p>\n\n\n\n
The Syrian Future Movement views the “Media Portal” within this context; it is an initial step worthy of appreciation, yet it does not, on its own, alter the fundamental challenges facing the Syrian media landscape.<\/p>\n\n\n\n
The Syrian Future Movement notes with deep concern that the new application\u2014despite its significance\u2014addresses only the procedural aspects of the relationship between journalists and the state, while the dimension concerning the rights of journalists remains unresolved.<\/p>\n\n\n\n
As highlighted in our statement, “An Urgent Decision to Support Media Freedom in Syria” (published on May 11, 2026), the Syrian Journalists Association documented 49 violations in 2025 alone\u2014including the killing of journalists\u2014along with another 11 violations in the first quarter of 2026. This serves as a “warning bell that necessitates robust legal protection.”<\/p>\n\n\n\n
The Syrian Future Movement poses the question: How can a digital application facilitate services for journalists when they remain vulnerable to arbitrary arrest, legal prosecution, and threats\u2014all in the absence of clear legal provisions to protect them? The Syrian Future Movement maintains that electronic services and legal protection are two sides of the same coin; building a genuine media environment requires both the simplification of procedures and the safeguarding of freedoms\u2014one cannot suffice without the other.<\/p>\n\n\n\n
The Syrian Future Movement emphasizes that a journalist who fears for their own freedom cannot truly be a free journalist, regardless of how advanced the digital portals they interact with may become.<\/p>\n\n\n\n
For the “Media Portal” to serve as a genuine instrument for transformation\u2014rather than merely a digital facade\u2014the Syrian Future Movement asserts that it must be accompanied by a set of fundamental reforms:<\/strong><\/p>\n\n\n\n First: Expediting the enactment of the new media law\u2014as promised by the government\u2014to ensure actual legal immunity for journalists, the right to access information, the protection of sources, the abolition of prison sentences for journalistic work, and the inclusion of independent unions in monitoring the law\u2019s implementation.<\/p>\n\n\n\n Second: Ensuring the transparency of the “Media Portal\u2019s” own procedures by publishing the criteria for accepting or rejecting applications, the timeframes for processing them, and the mechanisms for filing appeals or grievances. Data must be made accessible to the public; otherwise, a portal that opens its doors without disclosing its rules risks becoming a new tool for discrimination or disguised bureaucracy.<\/p>\n\n\n\n Third: Linking the portal to a protection mechanism for whistleblowers and journalists at risk. Its function should not be limited to providing services; it must also encompass receiving complaints regarding violations, following up on them with the relevant authorities, and providing secure channels for reporting\u2014consistent with the demands previously articulated by the Movement in its statement calling for an “urgent decision to support media freedom.” Acting out of its national responsibility, the Syrian Future Movement recommends the following:<\/p>\n\n\n\n First: Adopting the “Media Portal” as a unified and mandatory platform. This would eliminate the fragmentation of services across various directorates, require all relevant entities to respond to journalists’ requests within a specified timeframe, and allow for the electronic tracking of requests until completion\u2014thereby ensuring transparency and accountability.<\/p>\n\n\n\n Second: Initiating a national dialogue with syndicates and journalists to review the portal\u2019s performance after six months. This process should evaluate its impact on the media landscape, identify shortcomings, and refine services based on user feedback; for a platform that is not subject to review cannot evolve.<\/p>\n\n\n\n Third: Integrating the portal with an independent complaint system designed to protect journalists. This system should allow for the reporting of any violations, threats, or acts of discrimination, while guaranteeing the confidentiality of the whistleblower, ensuring that complaints are followed up with the appropriate judicial and security authorities, and making the outcomes public.<\/p>\n\n\n\n Fourth: Enhancing transparency regarding the data within the portal by publishing periodic reports\u2014detailing the number of requests submitted, completion rates, average processing times, and reasons for any rejections. This would facilitate public oversight and investigative journalism, consistent with the Syrian Future Movement\u2019s previous statements that “investigative journalism is the essential scalpel for excising the roots of corruption.”<\/p>\n\n\n\n The Syrian Future Movement welcomes the launch of the “Media Portal,” viewing it as a positive technical step that deserves recognition and reflects a genuine commitment to improving services. However, the Syrian Future Movement points out that a digital portal does not, in itself, create a free press. A free press requires a protective legal framework, an impartial judiciary, and independent professional unions to represent it\u2014not merely an application designed to facilitate administrative procedures.<\/p>\n\n\n\n The Syrian Future Movement asserts that the Syria its journalists deserve is a Syria A space where the gateway serves as a portal for service rather than a veil for censorship\u2014a place where no one is detained for their opinions, no honest pen is broken, and digital promises are transformed into tangible rights rather than mere aesthetic facades.<\/p>\n\n\n\n For its part, the Syrian Future Movement will continue to support everything that strengthens the freedom and independence of the press, while critiquing whatever hinders it.
