The statement was made during a side event titled “Reconstruction and Sustainable Solutions for Internal Displacement in the Wake of Mass Destruction Caused by Conflict and Disasters.” In it, the Ambassador called upon the international community to provide the necessary financial, technical, and political support to transform the vision of a “Syria without camps” into reality, and to bring an end to the crisis of internal displacement in the country.

The Syrian Future Movement welcomes this call, which represents a shift in official discourse—moving from “managing displacement” to “ending it,” and from “funding camps” to “funding return and recovery.”

The Syrian Future Movement believes that the vision of a “Syria without camps” merits support, as it addresses the root causes of the problem rather than merely its symptoms. This involves reconstructing areas from which the former regime displaced the population, and providing essential services and livelihoods, thereby paving the way for a dignified and sustainable return.

However, the Syrian Future Movement notes that while this call is well-founded, it should not be viewed in isolation from two critical contexts: the immense scale of needs, which requires vast resources, and the ongoing Israeli attacks, which threaten to trigger a new wave of displacement in southern Syria. The Syrian Future Movement recalls that it previously expressed its appreciation for this approach in its statement titled “A Syria Without Camps,” issued on October 17, 2026. In that statement, it emphasized that “the success of this vision depends on the proper sequencing of priorities: creating the conditions for return must be a prerequisite for closing the camps, rather than a subsequent outcome.”

The Syrian Future Movement reiterates that the required international support cannot be limited to funding alone; it must also encompass the technical and political support highlighted by Ambassador Albi, specifically through the following:

First: Translating support into concrete commitments—moving beyond mere praise for the vision by allocating specific funds within 2027 budgets for the rehabilitation of housing and infrastructure in areas of return, with disbursements tied to clear performance indicators.

Second: We note that, as Ambassador Albi pointed out, the number of victims of war remnants has exceeded 2,500 since the liberation of these areas. De-mining is an essential condition for protecting civilians and enabling the return of the population. We therefore call for the urgent allocation of international funding for de-mining operations, as any return to contaminated areas is a return to the threat of death.

Third: Supporting the education sector. International assistance must include the restoration of schools, the training of teachers, and the provision of educational supplies; a return of families without schools for their children is an incomplete return. The Syrian Future Movement views with extreme gravity the warning issued by Ambassador Albi, which highlights that Israeli attacks in southern Syria are triggering a new displacement crisis. These actions involve intimidation tactics—including killings, abductions (even of children), the targeting of livelihoods, and the destruction of property.

The Syrian Future Movement notes that this warning exposes a stark contradiction: while Syria calls upon the international community to support the return of displaced persons, Israeli occupation forces continue to displace new groups of civilians in Daraa and Quneitra—effectively undermining any efforts to end displacement.

The Syrian Future Movement reaffirms its consistent position—as articulated in its official statement titled “Statement: Quneitra Is Not Alone,” published on October 21, 2026—that “halting these attacks must be an immediate and unconditional obligation under international law and the 1974 Disengagement Agreement.” The movement further rejects any attempt to “condition the cessation of aggression upon a security agreement.”

The Syrian Future Movement emphasizes that any international support for a vision of a “Syria without camps” must be accompanied by concrete pressure on Israel to cease its attacks. Otherwise, such support risks effectively facilitating the reconstruction of certain areas while others in the south are simultaneously being destroyed. The Syrian Future Movement believes that the success of the “Syria Without Camps” vision does not depend solely on international support; rather, it requires addressing fundamental internal challenges:

First: The lack of precise data regarding the number of displaced persons and their specific needs. The Syrian Future Movement points out that United Nations reports indicate 5.7 million people remain displaced within Syria, with over 800,000 living in camps—more than 75% of whom are women and children.
We ask: Has a comprehensive assessment of the needs of each returning family been conducted, or do the plans still rely on broad estimates?

Second: The risk that this vision could become a mere slogan. Without securing the necessary resources, the closure of camps—absent the provision of dignified housing alternatives—could simply recreate the displacement crisis in a different form.
The Syrian Future Movement emphasizes that safe housing alternatives must be in place before any camp closures occur, not after.

Third: The absence of any mention of compensation for those affected. Ambassador Albi’s remarks focused on reconstruction and services, yet failed to address compensation for families who lost their homes and property. This is a fundamental right that must be integral to any vision for return, rather than being left to individual solutions or temporary humanitarian aid.

Acting out of a sense of national responsibility, the Syrian Future Movement (SFM) makes the following recommendations:

First: The Syrian Future Movement calls upon the international community to condition any additional funding for the “Syria Without Camps” vision on international intervention to immediately halt Israeli attacks in the south and to ensure that no further civilians are displaced. Rebuilding areas in the north while simultaneously emptying areas in the south of their inhabitants is both a financial and humanitarian absurdity.

Second: Develop a national return plan based on precise data, derived from a comprehensive survey of the needs of every displaced family—covering housing conditions, healthcare and educational requirements, and employment opportunities. This survey must be linked to a time-bound implementation plan, rather than relying merely on declarations of intent.

Third: Establish a national fund to compensate families who have lost their homes and property. The fund should be financed through the national budget, international support, and the recovery of stolen assets, ensuring that “return” entails not just the reconstruction of physical structures, but the restoration of human dignity.

Fourth: Include representatives of displaced persons from various governorates, as well as civil society organizations, in the design of return programs.

For those who have lived in a tent for ten years know best what they need to return—far better than an official planning from an office.

The Syrian Future Movement welcomes Ambassador Albi’s call, viewing it as an important step toward ending internal displacement and as an embodiment of the “Syria without camps” vision—a vision that deserves support.

However, the Syrian Future Movement cautions that this vision cannot be realized through statements alone. It requires an end to the attacks that displace people in the south, genuine funding for reconstruction, fair compensation, and transparency in planning. The Syria we envision is one where every citizen can return home in safety and dignity—not a Syria where camps are closed only for the doors of displacement to be flung open once again.

For its part, the Syrian Future Movement will continue to support all efforts that foster a safe and sustainable return. It will remain a critic of any shortcomings and a vigilant observer of progress on the ground, all in pursuit of a new Syria—a Syria where no displaced person remains without shelter, and no uprooted individual remains without a homeland.

They requested support for ‘Syria Without Camps’—an initiative aimed at
