October 13th marks the International Day for Disaster Risk Reduction, a global observance established by the UN General Assembly to foster a culture of prevention and preparedness, and to shift from reactive post-disaster policies to proactive pre-disaster planning.

This year, the occasion is observed under the critical UN theme “Resilience Starts at Home,” highlighting the fundamental human right to live in safe, hazard-resistant housing—at a time when millions of Syrians lack even the most basic elements of residential and service-related safety.
In the Syrian context, this occasion takes on tragic and critical dimensions; international development and humanitarian reports indicate that war and the security policies of an authoritarian regime have created a structurally crippled situation, placing Syria among the nations most vulnerable to crises. More than two million displaced Syrians continue to live in makeshift, temporary camps that lack safety standards and are frequently devastated by flooding and fires.

Furthermore, hundreds of thousands of residential buildings and public facilities have been damaged by systematic shelling and the aftermath of earthquakes, all in the absence of genuine local crisis management plans or early warning systems to protect lives. The Syrian Future Movement asserts that Syrian society’s inability to confront natural disasters and mitigate their risks stems not from a lack of national human capacity, but directly from the authoritarian regime’s destruction of the economic foundations and infrastructure. The regime diverted state resources—originally intended for development and social security—into a military machine used to suppress the Syrian people and demolish their urban centers.

The Syrian Future Movement views the United Nations’ theme for this year, “Resilience Starts at Home,” as a scathing indictment of the international community and any government that might succeed the defunct Assad regime. It is impossible to speak of resilience “from within the home” when one-third of the Syrian population is homeless—forcibly displaced into tents or refugee host countries, or living in structurally compromised buildings on the verge of collapse within devastated cities.

The Syrian Future Movement holds that national and civic responsibility compels local councils and civil society organizations to activate specialized local offices for assessing structural safety. They must also launch intensive field awareness programs to educate families on how to handle emergencies and climate-related disasters, rather than leaving civilians to face their fate without guidance or empowerment.

The Syrian Future Movement emphasizes the necessity of harnessing the potential of young Syrian professionals—including engineers, geologists, and climate and environmental experts. It calls for the creation of a stable political and legal environment that prevents their emigration and leverages their scientific expertise to formulate sustainable plans for safe urban planning and the establishment of protection and rescue networks.
