The Syrian Future Movement is closely following the ongoing efforts of the Ministry of Emergency and Disaster Management, in cooperation with the relevant governorates, to remove rubble and war debris from affected areas, paving the way for the return of displaced residents and the reconstruction of what was destroyed by years of conflict.<\/p>\n\n\n\n
In the Latakia countryside, the Directorate has resumed its work on a project to remove and relocate approximately 50,000 cubic meters of rubble in the Jabal al-Akrad and Jabal al-Turkman regions, with the aim of preparing the affected areas and supporting the return of residents.<\/p>\n\n\n\n
The current phase begins in the village of Kabina and will last for two months, after teams previously removed approximately 55,000 cubic meters of rubble in the area. This comes as part of the implementation of Decree No. (59), which aims to rehabilitate affected areas.<\/p>\n\n\n\n
In Idlib, the relevant authorities are continuing the second phase of the rubble removal project, after having already removed approximately 400,000 cubic meters of debris during previous phases. The current campaign aims to remove additional quantities of rubble in several cities and towns, contributing to the reopening of roads and the improvement of services and the environment.<\/p>\n\n\n\n
The Syrian Future Movement appreciates these efforts, which embody the gradual transition from the emergency humanitarian response phase to the early recovery and rehabilitation phase.<\/p>\n\n\n\n
We consider rubble removal an essential and indispensable step in creating a safe environment for residents, supporting the return of displaced persons to their homes, and restoring normalcy to areas that have long suffered the ravages of war.<\/p>\n\n\n\n
However, the Syrian Future Movement emphasizes that rubble removal, while important, remains only the first step on a long and arduous path toward recovery and reconstruction.<\/p>\n\n\n\n
It paves the way, but it does not negate the need to address the deeper challenges that continue to hinder a sustainable return, foremost among them the lack of basic services such as electricity, water, schools, and health centers, in addition to the high costs of reconstruction and the ongoing threat of mines and explosive remnants of war.<\/p>\n\n\n\n
We also stress that a true return is not achieved simply by removing the rubble, but rather by providing a comprehensive environment that guarantees a dignified life for citizens.<\/p>\n\n\n\n
The Syrian Future Movement notes that the rubble removal process carries profound humanitarian and developmental significance, extending beyond the material dimension to encompass psychological and social aspects:<\/strong><\/p>\n\n\n\n First: Restoring hope and turning the page on the past. We see in the removal of rubble a symbolism that transcends the purely engineering aspect; it represents erasing the traces of destruction left by the former regime and restoring the first semblance of normalcy.<\/p>\n\n\n\n More than 3.6 million people have returned to their homes since December 2014, but the continued presence of displaced persons in camps is due to the widespread destruction, the high costs of reconstruction, and the inadequacy of basic services.<\/p>\n\n\n\n Second: Ongoing challenges despite tangible progress. We note here that rubble removal efforts, while crucial, face significant challenges, most notably a lack of funding, weak infrastructure, and the continued presence of landmines, which pose a threat to the lives of returnees and those working in the removal teams.<\/p>\n\n\n\n Furthermore, electricity, water, and schools remain almost entirely absent from a number of villages in the Kurdish and Turkmen mountains, hindering the resettlement of families who have returned to the area.<\/p>\n\n\n\n Third: Early Recovery Between Achievement and Aspiration. We note that early recovery projects, such as rubble removal, form an important bridge between emergency relief and long-term reconstruction, but they remain insufficient on their own.<\/p>\n\n\n\n We believe it is necessary to balance these efforts with comprehensive development plans that include the rehabilitation of infrastructure and basic services to ensure the sustainability of returns and prevent new waves of displacement.<\/p>\n\n\n\n In this context, the Syrian Future Movement reiterates its consistent positions, published on its official website, which emphasize the priority of early recovery and reconstruction as two fundamental pillars for building the new state:<\/strong><\/p>\n\n\n\n <\/p>\n\n\n\n Accelerating and expanding the pace of rubble removal:<\/p>\n\n\n\n Establishing a clear timeline to cover all affected areas, allocating sufficient budgets for this purpose, and utilizing available international support.<\/p>\n\n\n\n Prioritizing the most affected areas with the highest displacement rates to encourage the voluntary return of families.<\/p>\n\n\n\n Addressing the landmine issue concurrently with rubble removal by intensifying efforts to clear mines and explosive remnants of war in targeted areas to ensure the safety of returnees and work teams, and to protect lives and property.<\/p>\n\n\n\n Linking rubble removal efforts to comprehensive rehabilitation plans and developing integrated programs that include the rehabilitation of water, electricity, and sanitation networks, schools, and health centers, concurrently with rubble removal, to ensure the readiness of services upon the return of residents.<\/p>\n\n\n\n Enhancing transparency and community participation by involving local communities in prioritizing rubble removal and transparently announcing work plans and timelines will foster trust between citizens and institutions.<\/p>\n\n\n\n Mobilizing international support for early recovery efforts and working to attract additional funding from international donors to expand rubble removal and rehabilitation projects, particularly in the most affected areas that continue to suffer from a lack of basic services.<\/p>\n\n\n\n The Syrian Future Movement welcomes the national efforts to remove rubble and pave the way for the return of residents, viewing them as a necessary step on the path to recovery and reconstruction.
