This water may be contaminated with sewage, irrigation water, rainwater, or soil pollutants.

When pumping resumes, these contaminants are transferred to consumers along with the drinking water. This problem is exacerbated in Syria, where more than half of the water supply infrastructure and approximately 70% of wastewater treatment plants have suffered significant damage.

Major Sources of Pollution:

Potential sources of pollution include:

Sewage leaks due to the proximity of sewage lines to drinking water lines, which has been documented in several areas of Syria.

Stagnant water in pits surrounding broken pipes.

Chemical pollutants in the soil resulting from agricultural or industrial activities.

Biofilm growth inside pipes due to prolonged water stagnation.

The ingress of dirt, sand, and organic matter through leaks. Factors that increase the likelihood of contamination in Syria:

Several factors increase the risk in the Syrian context, including:

Prolonged water outages, especially given the frequent power cuts.

Numerous breaks and cracks in the network due to bombing and age.

The percentage of water infrastructure that is functioning efficiently has dropped to only about 50%.

Water availability has decreased by about 40% compared to pre-conflict levels.

Per capita water share has fallen below 700 cubic meters annually, which is far below the water scarcity threshold.

Increased reliance on alternative water sources, such as private wells and water tankers, which are often unregulated.

Lack of regular maintenance and the declining capacity of water institutions.

The use of household pumps that draw water directly from the network, which can cause a further drop in pressure.

Potential Contaminants:

First, Microbial Contaminants:

These are the most dangerous to human health and include:

Escherichia coli (E. coli) bacteria.

Salmonella.

Shigella.

Cholera vibrio.

Enteroviruses.

Parasitics such as Giardia and Cryptosporidium.

In May 2026, the Syrian Ministry of Health confirmed the identification of several contaminated water sources through monitoring operations, which were immediately addressed.

Environmental analyses in some areas revealed bacterial contamination in water sources, along with several risk factors, most notably the proximity of human settlements and livestock to wells, inadequate chlorination processes, leaks in water networks, and the use of sewage for irrigation.

Second, Chemical Pollutants:

May include:

Nitrates.

Ammonia.

Heavy metals such as lead, iron, and manganese.

Agricultural pesticides.

Petroleum derivatives in some areas.

Third, Physical Pollutants:

Such as:

Turbidity.

Sand.

Rust. Suspended solids.

Health impacts:

Consuming contaminated water can lead to acute diarrhea and food poisoning, hepatitis A, typhoid fever, cholera, intestinal parasitic diseases, and increases the risk of infection among children, the elderly, and those with weakened immune systems.

Field experience has demonstrated the severity of these risks. In April 2026, the Ministry of Health recorded an urgent response to contain an outbreak of hepatitis A in the town of Mahjah in rural Daraa, following a rise in the number of cases since April 14.

The World Health Organization also warned that damage to a pumping station in Ras al-Ayn, the main water source for most of Al-Hasakah Governorate, increased the risk of infectious disease outbreaks.

The reality of the problem in Syria:

Water networks in Syria suffer from difficult operating conditions, reflected in the massive scale of destruction:

More than half of the water supply infrastructure has been severely damaged.

Approximately 70% of wastewater treatment plants are out of service.

Water availability has decreased by approximately 40% compared to pre-war levels.

Around 12 million people lack access to safe drinking water.

In response to these challenges, the Syrian government, in cooperation with international partners, has launched a series of vital initiatives:

The National Drinking Water Quality Monitoring Project, launched by the Ministry of Health on May 6, 2026, in partnership with the World Health Organization, includes regular rounds of water source sampling and laboratory analysis for early detection of contamination.

The National Program for Monitoring Water Pollutants from Uncontrolled Sources, launched by the Ministry of Local Administration and Environment in June 2026, targets private wells and water tanks.

Decree No. 46 of 2026 establishing the General Establishment for Drinking Water and Sanitation.

$225 million in funding from the World Bank to support the restoration of water and sanitation services for approximately 4.5 million Syrians.

Indicators of Potential Contamination:

Consumers may notice certain indicators that Warning signs include changes in water color, an unusual odor, increased turbidity after pumping resumes, the appearance of sediment, and changes in taste.

Therefore, it should be noted that the absence of these indicators does not necessarily mean the water is free from contamination, as some microbial contaminants may be present without causing a noticeable change in color, odor, or taste.

Preventive Measures:

At the level of water utilities:

Maintain positive pressure within the network as much as possible.

Repair breaks and leaks promptly.

Perform regular flushing of the network.

Increase disinfection doses according to technical standards when necessary.

Regularly monitor residual chlorine.

Conduct periodic microbial and chemical analyses within the framework of the National Water Quality Monitoring Program.

Replace aging pipes, utilizing international funding.

Activate pollution reporting mechanisms, such as allocating a number to receive citizen complaints about any water source suspected of contamination.

At the level of citizens:

Let the water run for several minutes after pumping resumes if it has been interrupted for an extended period.

Clean household water tanks regularly.

Boil drinking water if contamination is suspected or if health authorities recommend it.

Use appropriate filtration or disinfection methods when necessary.

Report any breaks or leaks in the water network.

Do not connect pumps directly to the network if this violates local regulations.

The Role of Chlorination:

Chlorine is an effective way to reduce most pathogens; however, its effectiveness is affected by high turbidity and the presence of organic matter, and it does not eliminate all chlorine-resistant parasites. Therefore, disinfection should be part of an integrated system that includes protecting water sources, maintaining networks, and continuous monitoring—a system the Ministry of Health is working on through the National Water Quality Monitoring Project, and the Ministry of Local Administration and Environment through the National Pollutant Monitoring Program.

Towards a Strategic Vision for Drinking Water Safety:

Given the scale of the challenge and the fact that approximately 12 million people in Syria lack access to safe drinking water, a comprehensive national water safety strategy is needed, based on:

First: Strengthening institutional oversight by supporting and expanding the National Water Quality Monitoring Program to cover all governorates and providing the necessary resources for central laboratories.

Second: Activating early warning and reporting mechanisms and building a national early warning system, while continuing to dedicate hotlines to receive citizens’ complaints, as the Damascus Environment Directorate has done.

Third: Implementing the “One Health” approach and integrating human, environmental, and animal health within a comprehensive framework for preventing waterborne diseases.

Fourth: Rehabilitating infrastructure and utilizing international funding, such as the World Bank grant of $225 million, to accelerate the repair of water networks and treatment plants.

Fifth: Monitoring alternative water sources and implementing the national program for monitoring water pollutants from unregulated sources, including private wells and water tanks, and establishing strict quality control standards for sold water.

Sixth: Sustained awareness campaigns to educate citizens about the dangers of consuming unsafe water, how to handle water after outages, and the importance of reporting any suspected contamination.

Conclusion:

Water outages not only result in water shortages but can also lead to significant health risks if accompanied by low pressure and leaks in the network.

In Syria, where water networks face unprecedented challenges related to infrastructure destruction, a 40% decrease in water availability, and the need for safe water for more than 12 million people, continuous monitoring, rapid repair of faults, maintaining effective disinfection, and raising public awareness about safe water handling after outages are all the more crucial. Cooperation between water institutions, health authorities, and the local community, within the framework of national programs launched by the Ministry of Health and the Ministry of Local Administration and Environment, and in partnership with the World Health Organization and the World Bank, is essential to reducing pollution risks and ensuring access to safe drinking water for every Syrian.

Water is life, and protecting its quality is protecting public health and investing in Syria’s future.

<p
