Traffic accidents in Syria constitute one of the most prominent challenges threatening public safety, at a time when the country is facing a reconstruction phase that necessitates building a safe and sustainable infrastructure.<\/p>\n\n\n\n
While the Syrian government bears a significant responsibility for rehabilitating and modernizing the road network, traffic accidents continue to claim lives and cause material losses, reflecting a multi-dimensional crisis where human and technical factors intertwine with the repercussions of war and the deterioration of infrastructure.<\/p>\n\n\n\n
As Syrians prepare to resume transportation and economic activity, traffic accidents remain one of the most pressing issues requiring a comprehensive approach that extends beyond road rehabilitation to include changing behaviors, developing legislation, and promoting a culture of road safety.<\/p>\n\n\n\n
Official data reveals the scale of the tragedy, which is no less serious than any natural or security disaster.<\/p>\n\n\n\n
According to statistics from the Syrian Civil Defense, specialized teams responded to 1,412 traffic accidents from the beginning of 2025 until July 20 of the same year, resulting in 81 deaths and 1,299 injuries. However, these figures did not decrease in 2026; accidents continued to reach high levels.<\/p>\n\n\n\n
In June alone, 540 accidents occurred, resulting in 25 deaths and 537 injuries. July saw 516 accidents, leading to 64 deaths and 604 injuries.<\/p>\n\n\n\n
This means that the daily accident rate exceeds 17, equivalent to approximately one accident every hour and a half.<\/p>\n\n\n\n
The deadliest accident was a collision between two buses on the road between Al-Sukhnah and Palmyra, part of the Deir ez-Zor-Damascus highway, on July 25, 2026, which resulted in 35 deaths and 30 injuries.<\/p>\n\n\n\n
This accident alone revealed the fragility of the traffic safety system in Syria and the absence of even the most basic safety standards on some vital roads. Official data indicates that accidents are concentrated on several vital routes, most notably the Damascus-Deir ez-Zor, Palmyra-Al-Sukhnah, Homs-Damascus, Homs-Tartus, and Hama-Aleppo roads.<\/p>\n\n\n\n
This means that the phenomenon is not confined to a specific area but extends across the country’s transportation network, reflecting a structural crisis that requires comprehensive intervention.<\/p>\n\n\n\n
The causes of traffic accidents in Syria are a complex mix of human and technical factors. Foremost among these are excessive speed, failure to adhere to traffic rules, improper overtaking, inattentiveness while driving, and the use of mobile phones.<\/p>\n\n\n\n
These behaviors reflect a deteriorating traffic culture, exacerbated by the absence of effective enforcement and weak legal deterrents.<\/p>\n\n\n\n
Furthermore, mechanical malfunctions in vehicles, particularly tires and brakes, contribute to a significant percentage of accidents.<\/p>\n\n\n\n
With the aging of Syria’s traffic fleet, a consequence of years of siege, sanctions, and war, this problem is compounded, as many vehicles lack the necessary periodic maintenance.<\/p>\n\n\n\n
However, the most complex factor is the condition of the roads themselves. The head of the Roads Committee at the Syrian Engineers Syndicate, Muhannad Alfa, explained that the significant increase in traffic, resulting from economic activity and Syria’s opening up to its neighbors, has put immense pressure on the road network, making its development and expansion an urgent necessity.<\/p>\n\n\n\n
Alfa pointed out that the narrowness and poor condition of some roads, particularly the Deir ez-Zor-Damascus and Raqqa-Damascus highways, contribute to the high accident rates. This reflects the legacy of war, which left behind a dilapidated road network plagued by potholes, subsidence, and a lack of basic traffic safety features.<\/p>\n\n\n\n
In response to this crisis, the Syrian government has launched a series of measures aimed at enhancing road safety.<\/p>\n\n\n\n
The Ministry of Interior continues to implement plans that include increasing the deployment of traffic patrols, regulating traffic flow, tightening enforcement of traffic laws, and expanding the use of smart cameras and speed monitoring devices.<\/p>\n\n\n\n
The Ministry of Emergency and Disaster Management, through its Civil Defense teams, also plays a pivotal role in responding to accidents on the ground by providing first aid, rescuing those trapped, transporting the injured to hospitals, and securing accident sites. In the area of \u200b\u200binfrastructure, the Ministry of Transport announced on June 28th the commencement of a plan to rehabilitate main roads according to the latest technical standards and to attract specialized companies to implement strategic projects.<\/p>\n\n\n\n
This plan includes the rehabilitation of the M45 international highway, which extends from the Nassib border crossing to the Bab al-Hawa border crossing, passing through Damascus, Homs, Hama, Saraqib, and Aleppo, in addition to the project to rehabilitate the main road between Damascus and Deir ez-Zor.<\/p>\n\n\n\n
The head of the Roads Committee at the Syrian Engineers Syndicate also indicated that the Ministry of Transport has allocated approximately half a billion dollars for road projects.<\/p>\n\n\n\n
Despite these measures, the road safety enhancement plan faces structural challenges that hinder the achievement of its objectives:<\/p>\n\n\n\n
First: The absence of a unified national database. The head of the Roads Committee at the Syrian Engineers Syndicate explained that there are still no unified national statistics for classifying roads according to the number of accidents or traffic density. This absence prevents accurate analysis of accident locations, their causes, and response times, and hinders the development of more effective preventive policies and procedures. Second: Overlapping jurisdictions and weak coordination, where the responsibilities of the Ministries of Interior, Transport, and Emergency Services overlap, potentially leading to duplication or conflicting efforts at a time when road safety requires a comprehensive approach.<\/p>\n\n\n\n
Third: Limited funding. Despite the allocation of half a billion dollars for road projects, this budget remains limited compared to the extent of the damage inflicted on the road network during the years of war. Estimates indicate that the complete rehabilitation of the Syrian road network will require investments far exceeding the currently allocated funds.<\/p>\n\n\n\n
Fourth: Weak road safety culture. Infrastructure alone cannot achieve road safety without a fundamental change in behavior. Speeding, improper overtaking, and using mobile phones while driving remain prevalent practices.<\/p>\n\n\n\n
This reflects a lack of awareness of its dangers.<\/p>\n\n\n\n
Traffic accidents in Syria constitute a humanitarian and economic crisis requiring urgent and comprehensive intervention.<\/p>\n\n\n\n
The alarming figures recorded in official statistics not only reflect the scale of the tragedy but also reveal a significant gap between the magnitude of the challenge and the scale of the response.<\/p>\n\n\n\n
In light of this, the Syrian Future Movement recommends the following:<\/strong><\/p>\n\n\n\n First: Establishing a unified national database for traffic accidents. This database should link various relevant authorities and allow for the analysis of accident locations, causes, and response times, serving as an effective tool for developing preventative policies.<\/p>\n\n\n\n Second: Strengthening traffic enforcement, updating legislation, and increasing penalties for serious traffic violations. This includes investing in smart cameras and monitoring devices, and developing a points system for traffic violations to deter reckless drivers.<\/p>\n\n\n\n Third: Accelerating the pace of road rehabilitation, focusing on the most dangerous routes, particularly the Deir ez-Zor-Damascus road, which the syndicate described as needing “urgent emergency treatment and comprehensive rehabilitation.”<\/p>\n\n\n\n Fourth: Launching sustainable awareness campaigns. These campaigns should extend beyond seasonal events and become integrated into school curricula and vocational training programs to instill a culture of safe driving from a young age.<\/p>\n\n\n\n Fifth: Enhancing regular vehicle maintenance by mandating periodic inspections, especially for vehicles used in public transportation and trucks, while strictly enforcing regulations against overloading, which accelerates road deterioration.<\/p>\n\n\n\n Sixth: Integrating efforts among institutions by establishing a national traffic safety committee comprising all relevant stakeholders to coordinate efforts and ensure a comprehensive approach that does not focus on a single aspect.<\/p>\n\n\n\n Traffic safety is a fundamental right for every citizen and an investment in the country’s future.<\/p>\n\n\n\n Every life lost on the roads is an irreplaceable loss, and every preventable accident is a step towards a safer and more stable Syria.
