The internal regulations are not merely a set of organizational procedures, but rather constitute the legal framework governing the work of the legislative authority and reflect the level of institutional maturity the state seeks to establish during this phase of rebuilding its institutions.<\/p>\n\n\n\n
Accordingly, the Syrian Future Movement welcomes the adoption of the internal regulations and believes that completing the legal framework governing the work of the People’s Assembly represents a positive step towards strengthening constitutional life, provided that this is accompanied by practical implementation that solidifies the Assembly’s independence, enhances its legislative and oversight role, ensures transparency and accountability, and makes the Assembly a true expression of the national interest.<\/p>\n\n\n\n
The Syrian Future Movement emphasizes that the value of any internal regulations lies not only in the number of its articles or the precision of its legal drafting, but also in its ability to achieve a set of fundamental constitutional principles, foremost among them the independence of the legislative authority, the balanced separation of powers, respect for political pluralism, the protection of the rights of representatives, and guaranteeing the public’s right to monitor the work of its representatives.<\/p>\n\n\n\n
The Syrian Future Movement believes that the success of the internal regulations will not be measured by what is written on paper, but rather by what is demonstrated in daily practice within the parliament. Many advanced internal regulations have remained mere words on paper, while many concise texts have created effective parliaments because they respected the spirit of the law before its letter.<\/p>\n\n\n\n
The Syrian Future Movement emphasizes that the People’s Assembly in the new Syria is called upon to transcend the traditional image associated with previous assemblies, which lacked genuine independence and often became a rubber-stamp body rather than a debater. It must move towards becoming a constitutional institution with the will and capacity to legislate, oversee, and hold accountable.<\/p>\n\n\n\n
