The Syrian Future Movement is closely following the departure of a new voluntary return convoy from displacement camps in Idlib Governorate on Wednesday, July 29, 2026, heading to the town of Kafr Nabudah in the northern Hama countryside. The convoy comprises 98 families.<\/p>\n\n\n\n
The convoy was organized under the auspices of the Idlib Governorate, supervised by the Directorate of Social Affairs and Labor, and in cooperation with the UNHCR, the Mazen Organization, the Syrian Arab Red Crescent, and the Directorate of Emergency and Disaster Management.<\/p>\n\n\n\n
This convoy is part of a series of ongoing return operations. On July 16, 48 families returned from the Jarabulus camps in the Aleppo countryside to their areas of origin. The relevant authorities are planning additional convoys in the coming period. These steps are being taken within the framework of Presidential Decree No. (59) of 2026 and the vision of “Syria without camps.”<\/p>\n\n\n\n
The Syrian Future Movement notes that the continued flow of voluntary return convoys carries three main implications:<\/strong><\/p>\n\n\n\n <\/p>\n\n\n\n We see this trend as an indication of a shift in policies from managing the crisis as an emergency situation to addressing it as a national issue that can be resolved.<\/p>\n\n\n\n However, the Syrian Future Movement believes that the sustainability of the return\u2014not the number of convoys\u2014is the true measure of success.<\/p>\n\n\n\n This step, despite its importance, cannot be separated from larger challenges, no less serious than organizing the trips themselves:<\/p>\n\n\n\n The danger of landmines and explosive remnants of war: These pose a direct threat to the safety of returnees, especially in the northern Hama countryside, which witnessed previous military operations.<\/p>\n\n\n\n The reality of destroyed or looted property: This is one of the biggest obstacles facing returning families and directly affects their decision to stay or return to displacement.<\/p>\n\n\n\n The weakness of infrastructure and basic services: Roads, electricity, water, and sanitation, in addition to limited job opportunities, could turn the return into a temporary relocation.<\/p>\n\n\n\n The continued presence of millions in camps: Many are waiting for safe conditions to return, which necessitates asking a fundamental question about the reasons for this delay. These reasons cannot be attributed solely to logistical factors, but also include security, economic, and legal considerations.<\/p>\n\n\n\n Based on its national responsibility to monitor the state-building process, the Syrian Future Movement recommends the following:<\/strong><\/p>\n\n\n\n <\/p>\n\n\n\n The Syrian Future Movement reiterates that ending internal displacement and returning families to their homes constitutes a true test of the success of the transitional phase in Syria and the state’s ability to restore trust with its citizens.<\/p>\n\n\n\n The voluntary return convoys continue to represent positive indicators on the path to recovery.
