The Syrian Future Movement is following the signing, on Sunday, July 19, 2026, of a Memorandum of Understanding between the General Directorate of Internal Trade and Consumer Protection, in cooperation with the Directorate of International Cooperation at the Ministry of Foreign Affairs and Expatriates, and the World Food Programme (WFP), entitled “Transitioning from Bakery Development to Meeting the Needs of Silos and Mills.”<\/p>\n\n\n\n
This memorandum, signed by Deputy Minister of Economy and Industry Maher Khalil al-Hassan and WFP Country Director Marianne Ward, aims to strengthen cooperation in developing the food value chain in Syria, thereby supporting economic recovery efforts and enhancing food security.<\/p>\n\n\n\n
First: The Syrian Future Movement welcomes the signing of this memorandum and commends the efforts exerted by both parties to reach this stage, considering it a practical step towards strengthening food security and supporting economic recovery in Syria.<\/p>\n\n\n\n

The Syrian Future Movement is closely following the statement by Deputy Minister of Economy and Industry Maher Khalil al-Hassan that the renewal of the memorandum represents “a transition from the coordination phase to the practical implementation phase.” He noted that cooperation over the past year and a half has contributed to the completion of 60-70% of the work to develop the bakery sector, in partnership with international organizations and the private sector.<\/p>\n\n\n\n
We view this memorandum as a continuation of the cooperative efforts that have yielded tangible results in the bakery sector, and an expansion of the scope of cooperation to include silos and mills, which are vital elements in the food supply chain.<\/p>\n\n\n\n
Secondly, the Syrian Future Movement emphasizes the strategic importance of this memorandum, which comes at a time when Syria is facing severe food security challenges, with 7.2 million people suffering from acute food insecurity, according to estimates by the World Food Programme.<\/p>\n\n\n\n
The Syrian Future Movement emphasizes that this memorandum comes amidst a worsening food crisis, as the World Food Programme recently announced a 50% reduction in its food assistance in Syria due to funding shortages, affecting 7.2 million people suffering from acute food insecurity.<\/p>\n\n\n\n
We support this approach, which enhances Syria’s ability to meet its food needs through the rehabilitation of the grain sector’s infrastructure, reducing losses, and improving storage and milling quality.<\/p>\n\n\n\n
We reiterate that rehabilitating silos and mills is an investment in food security, support for farmers, a boost to self-sufficiency, and a reduction in dependence on foreign aid.<\/p>\n\n\n\n
