This return was overseen by the Directorate of Social Affairs and Labor in Aleppo, in cooperation with the United Nations High Commissioner for Refugees (UNHCR), within the framework of implementing Decree No. (59) and the vision of &#8220;A Syria Without Camps.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Syrian Future Movement, while commending this step, sees it as a manifestation of the ongoing efforts exerted by the Syrian government, in cooperation with international partners, to close the camps, return displaced persons to their homes, and achieve the desired stability in the liberated areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Syrian Future Movement welcomes this step, which embodies the Syrian state&#8217;s commitment to creating suitable conditions for the return of displaced persons to their homes and ensuring their access to basic services, similar to previous efforts that led to the closure of numerous camps in various regions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We also welcome the announcement by the Aleppo Governorate on its official channels that &#8220;the return process took place in cooperation with the UNHCR and relevant authorities, with the necessary arrangements in place to ensure a safe and dignified return for the families.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We see this return as an embodiment of the inalienable right of return, a response to the urgent needs of displaced persons who have long awaited their return to their homes and properties, and a step towards the final closure of the camps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Syrian Future Movement notes that this return is part of broader efforts to close the camps, which also include the launch of a new convoy of approximately one thousand families from Qamishli returning to Afrin, under the supervision of the Presidential Team and the Internal Security Forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Syrian Future Movement also observes that these ongoing efforts contribute to alleviating the suffering of displaced persons and restoring normalcy to the liberated areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We commend the announcement by the Deputy Governor of Hasakah and spokesperson for the Presidential Team, Ahmed al-Hilali, that a new convoy of approximately one thousand families from Afrin will depart from Qamishli on Thursday, July 17, 2026, under the supervision of the Presidential Team and the Internal Security Forces. It is worth noting that this convoy represents &#8220;the last remaining residents of Afrin residing in Hasakah Governorate,&#8221; indicating that efforts are underway to fully resolve this issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Syrian Future Movement recalls that these efforts are part of ongoing national achievements. Data from the United Nations High Commissioner for Refugees (UNHCR) indicates that more than 1.9 million internally displaced persons (IDPs) have returned to their areas of origin by the end of 2025. The Syrian Future Movement emphasizes that this return is not an isolated incident, but rather part of a broader national movement to facilitate the return of displaced persons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Syrian Future Movement supports this achievement, which reflects the Syrian state&#8217;s commitment to creating the appropriate conditions for the return of displaced persons. At the same time, it notes that &#8220;many are still waiting for the conditions that will allow them to return safely and securely.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Syrian Future Movement also reiterates that this issue still requires further efforts to secure basic services in areas of return, provide job opportunities, and enhance security and stability to encourage more displaced persons to return voluntarily and safely to their homes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Syrian Future Movement recalls its consistent positions supporting the return of displaced persons and reconstruction, published on its official website, including:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The statement &#8220;Displaced Persons of Ras al-Ayn Demand a Safe Return&#8221; (dated July 7, 2026), in which we expressed our solidarity with the displaced and emphasized that a safe return cannot be achieved without securing basic services.<\/li>\n\n\n\n<li>The study &#8220;Reconstruction Priorities in Syria&#8221; (dated December 20, 2024) emphasized that rehabilitating infrastructure in affected areas is a prerequisite for the return of displaced persons and the achievement of stability and sustainable development.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Syrian Future Movement affirms that the true success of return efforts is not measured by the number of convoys, but rather by their ability to achieve a sustainable return, provide essential services in areas of return, and ensure that returnees are not subjected to any harassment or violations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Based on its national responsibility, the Syrian Future Movement recommends the following:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Accelerating the pace of infrastructure rehabilitation and the provision of essential services in areas of return, by ensuring water, electricity, health, and education services, to guarantee a sustainable return and prevent displaced persons from returning to camps again, similar to the efforts undertaken in the villages and towns of rural Idlib and Hama.<\/li>\n\n\n\n<li>Intensifying coordination between the government and international and local humanitarian organizations to ensure the flow of humanitarian aid to areas of return and to support reconstruction programs, similar to the existing cooperation with the UNHCR.<\/li>\n\n\n\n<li>Launching national awareness campaigns to inform displaced persons about safe conditions in their areas and provide accurate information about available services, thereby strengthening their confidence in returning and encouraging more families to return voluntarily.<\/li>\n\n\n\n<li>Developing a comprehensive national plan for the return of displaced persons and reconstruction, including specific timelines, transparent implementation mechanisms, and legal and security guarantees to protect returnees from any violations, similar to successful experiences in other countries.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Syrian Future Movement reiterates its welcome of this important step, which confirms the Syrian state&#8217;s commitment to creating suitable conditions for the return of displaced persons to their homes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also emphasizes that the return of displaced persons is a restoration of life and dignity, and a prelude to restoring hope to the hearts of Syrians.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We believe that the Syrian government and the international community are called upon today to work together to accelerate the pace of return, provide essential services, and ensure that this return is voluntary, safe, and dignified, befitting the dignity of the Syrian people and their sacrifices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For its part, the Syrian Future Movement will remain supportive, critical, and observant of this issue, striving to build the
