This followed days of restrictions imposed by armed groups affiliated with the so-called &#8220;National Guard,&#8221; led by Hikmat al-Hijri, which prevented civilians from leaving the governorate and closed main roads. This paralyzed movement and transportation, preventing the delivery of fuel, flour, and basic necessities, and directly impacting the living conditions of citizens, especially farmers, teachers, employees, and those with limited incomes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Based on the Syrian Future Movement&#8217;s methodology of &#8220;supporting national solutions without endorsing any party unconditionally, and criticizing what threatens the state-building process without antagonism,&#8221; this statement is issued to assess this dangerous development and to emphasize that the suffering of civilians in Suwaida and elsewhere cannot be used as a tool to achieve political gains or regional influence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>First<\/strong>: The Syrian Future Movement strongly condemns the use of civilians as bargaining chips in political and military conflicts and holds those responsible for closing roads and preventing the movement of citizens fully accountable for the deteriorating humanitarian situation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Syrian Future Movement points out that closing roads and preventing access to basic necessities, including fuel and flour, constitutes a form of collective punishment against civilians and a flagrant violation of international humanitarian law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We also hold the National Guard forces loyal to Hikmat al-Hijri responsible, as they have persisted in their intransigent stance, rejected dialogue initiatives, and continued their policy of escalation aimed at achieving political gains at the expense of human suffering.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Second<\/strong>: The Syrian Future Movement appreciates the efforts of the Internal Security Forces and the Civil Defense in organizing the movement of travelers and opening a safe passage for civilians wishing to leave areas of tension.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Syrian Future Movement commends the humanitarian role played by the Internal Security Forces, who deployed around the al-Matouna checkpoint to facilitate the passage of citizens and ensure their safety, as well as the Civil Defense teams that provided support and assistance. We see this step as a manifestation of the state&#8217;s role in protecting its citizens wherever they may be, and a confirmation that the capital&#8217;s doors are open to all who wish to live in dignity and peace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Third<\/strong>: The Syrian Future Movement reminds us that the events in Suwaida are not a recent development, but rather have roots extending back to July 2025, when the province witnessed bloody clashes between local factions and government forces, resulting in the deaths and injuries of hundreds and the displacement of approximately 187,000 people, according to United Nations estimates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Syrian Future Movement warns that the continued stalemate and lack of accountability for past violations will lead to recurring cycles of violence and revenge, as Human Rights Watch has also warned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Fourth: The Syrian Future Movement cites its unwavering positions supporting the unity and sovereignty of Syria and rejecting all projects of partition or secession, which have been published on its official website, including:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The statement &#8220;Rejecting Calls for Secession in Suwaida&#8221; (dated January 14, 2026), in which the Movement condemned statements made by Hikmat al-Hijri to an Israeli newspaper, in which he described his followers as &#8220;an integral part of the Israeli entity.&#8221; Our statement at the time affirmed that &#8220;any secessionist project or one under foreign tutelage is a red line, and that the future of Suwaida cannot lie outside a unified Syria.&#8221;<\/li>\n\n\n\n<li>The statement &#8220;The Tripartite Agreement on Suwaida&#8221; (dated September 16, 2025), in which it welcomed any effort aimed at calming the situation and stopping the bloodshed, considering that the only solution is Syrian-Syrian dialogue, not reliance on external or regional support.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Fifth<\/strong>: The Syrian Future Movement expresses cautious optimism and presents a set of recommendations to address the root causes of the crisis and prevent its recurrence. While the Syrian Future Movement appreciates the opening of a safe passage for civilians, it reiterates that addressing the crisis requires more than temporary humanitarian measures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>We recall that analyses by think tanks (such as the Carnegie Middle East Center) warn that Suwaida is becoming a &#8220;model of fragmented governance&#8221; under Israeli influence. Based on this responsibility, the Syrian Future Movement recommends the following:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Accelerating the activation of a serious and comprehensive dialogue with all components of Suwaida society, including the &#8220;Third Current,&#8221; which represents independent civil voices, to reach a consensus formula that preserves the rights of all within the framework of a unified Syrian state and establishes broad administrative decentralization that respects local specificities.<\/li>\n\n\n\n<li>Breaking the humanitarian siege on the governorate permanently by ensuring the regular delivery of basic supplies, fuel, and humanitarian aid, and opening the main roads to the movement of civilians and goods without any restrictions or preconditions.<\/li>\n\n\n\n<li>Activating independent and transparent investigative committees to hold accountable those responsible for the unlawful killings and grave violations that occurred in Suwaida in July 2025 and the events of June 2026, including leaders of the &#8220;National Guard&#8221; and any other party found guilty, in order to end the culture of impunity.<\/li>\n\n\n\n<li>Strengthening the presence of state institutions throughout the governorate and rebuilding trust between citizens and the state by providing basic services, improving living conditions, and launching development projects that instill in citizens a sense that their unity within their homeland is the only guarantee for their future.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In conclusion, the Syrian Future Movement reiterates that the unity and territorial integrity of Syria are a red line that cannot be crossed, and that any attempt to exploit the suffering of civilians in Suwaida or elsewhere for political or regional gains is a crime against the Syrian people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We believe that the Syrian government is called upon today to assume its responsibilities in protecting citizens wherever they may be, and to work towards addressing the root causes of the crisis through dialogue, accountability, and development, not solely through temporary security measures. The Syrian Future Movement will remain supportive, critical, and observant of this issue, striving to build a new Syria on the foundations of justice, dignity, and equal citizenship for
