The Syrian Future Movement is following with great interest the announcement issued by the Minister of Education, Muhammad Abdul Rahman Turko, on Tuesday evening, May 19, 2026, regarding the completion of the executive instructions for Presidential Decree No. (68) of 2026, in cooperation with the Ministry of Finance, with the aim of improving the living conditions of teachers and standardizing salaries among educational staff in the various Syrian governorates.<\/p>\n\n\n\n
This announcement also activates the provisions of Presidential Decrees No. (67) and (68), issued by President Ahmed al-Sharaa on March 20, 2026. The first decree stipulated a 50% increase in the salaries and fixed wages of public sector employees, while the second decree implemented a qualitative salary increase for employees in seven public entities (including the Ministry of Education), including the promotion allowance due according to Law No. 50 of 2004.<\/p>\n\n\n\n
The Syrian Future Movement commends this step, considering it a reflection of its longstanding vision, since its founding, of giving top priority to education and teachers. The Syrian Future Movement also appreciates the efforts exerted by the Ministries of Education and Finance to finalize the implementing regulations within two months of the issuance of the presidential decrees and to unify the legal framework for granting these qualitative increases.<\/p>\n\n\n\n
While commending this, we reiterate our firm and consistent stance on this issue, which was particularly evident in our “Statement on the Education Crisis in Syrian Regions” (dated February 5, 2026). This statement warned that ignoring the suffering of the teaching staff “represents a dangerous indicator of the depth of the structural crisis plaguing the education sector,” and called for improving and standardizing salaries across different regions and securing permanent positions for staff.<\/p>\n\n\n\n
The Syrian Future Movement anticipated these developments and called for similar measures before they were implemented, thus confirming the continuity of its vision and its engagement with the nation’s fundamental issues.<\/p>\n\n\n\n
The Syrian Future Movement notes that the announcement of the implementing regulations represents the culmination of a long legal and administrative process, and that their practical application will be the true test.<\/p>\n\n\n\n

However, it believes that the true test of the success of this step begins now, and lies in the government’s commitment to implementing the instructions quickly and transparently, ensuring that the actual increase reaches teachers in all governorates without discrimination or administrative delays.<\/p>\n\n\n\n The Syrian Future Movement holds the Syrian government responsible for addressing the “gray areas” in this matter to ensure fairness for all. Despite the positive aspects, the Syrian Future Movement expresses its concern that a large segment of educational staff remains excluded from these increases, perpetuating disparities and dissatisfaction.<\/p>\n\n\n\n The Syrian Future Movement demands that the government answer the following questions clearly and publicly:<\/strong><\/p>\n\n\n\n How will the government address the situation of teachers who do not meet the criteria of Decree No. (68) in areas formerly outside state control, to ensure they receive the new increase fairly and eliminate salary disparities?<\/p>\n\n\n\n What is the specific mechanism for disbursing monthly salaries according to the new schedules, how will the government guarantee their timely payment, and will there be government oversight to address any emerging gaps?<\/p>\n\n\n\n What is the government’s plan to address the shortage of educational staff resulting from migration and displacement, which has placed additional pressure on current teachers and increased their workload, given that salary improvements alone are insufficient to resolve this structural problem? The Syrian Future Movement reiterates its comprehensive vision for developing the education sector, which goes beyond simply improving salaries to include structural and systemic reforms.<\/p>\n\n\n\n This vision was outlined in its previous statements and research:<\/strong><\/p>\n\n\n\n <\/p>\n\n\n\n The Syrian Future Movement affirms that teachers are “the cornerstone of any intellectual and economic renaissance,” and that improving their conditions is an investment in Syria’s future.
