Syria’s return to the Arab scene was not a coincidence, but rather the result of internal and regional developments that have made Damascus a different capital today than it was years ago.<\/p>\n\n\n\n
The old regime has fallen, leaving behind a heavy legacy of instability and the sectarian exploitation of foreign relations. But the new Syria we are working to build understands that the true key to Arab engagement begins from within: unifying the Syrian map, building a state of institutions, and presenting a sovereign model capable of protecting itself without posing a threat to its neighbors. Morocco, for its part, is closely monitoring this shift and sees the new Damascus as a potential partner in confronting shared regional challenges.<\/p>\n\n\n\n
From the outset, the motives for this rapprochement were clear and multifaceted, but they all converge on one point: the need for a more flexible and diverse Arab system.<\/p>\n\n\n\n
From the Syrian perspective, this openness to Rabat serves as a strategic gateway to breaking an isolation that has lasted for more than a decade.<\/p>\n\n\n\n
Morocco possesses a unique geopolitical weight; it is simultaneously an Arab, African, and Mediterranean state, and maintains balanced relations with both the West and the Gulf states, making it an ideal bridge for Syria toward broader horizons.<\/p>\n\n\n\n

From the Moroccan perspective, the picture appears different, but it converges on the same conclusion. Morocco seeks to strengthen what might be termed the “deep state”\u2014the monarchy and its permanent institutions, which constitute the pillar of stability in the country\u2014in the face of regional division projects targeting the unity of Arab states.<\/p>\n\n\n\n
Syria’s return to the Arab fold represents a significant card for Rabat in its confrontation with its two main regional rivals: Algeria and Turkey.<\/p>\n\n\n\n

In parallel, there are initial, albeit limited, economic understandings focused primarily on reconstruction and agriculture\u2014two sectors that could form the nucleus of a broader economic partnership in the future.<\/p>\n\n\n\n
At the heart of this process stands the new Syrian diplomacy, which is proving that it has learned from the lessons of the past and decided to reinvent itself.<\/p>\n\n\n\n
Syrian foreign policy is no longer beholden to rigid axes but now employs three intelligent and integrated strategies. First, the new Syria is adopting a strategy of “gradual diversification,” meaning it is no longer putting all its eggs in one basket, whether Turkish, American, Russian, or even Gulf.<\/p>\n\n\n\n
Instead, Damascus is opening balanced channels of communication with multiple Arab capitals, from Rabat to Riyadh to Muscat to Baghdad, granting it diplomatic maneuverability and negotiating flexibility it previously lacked.<\/p>\n\n\n\n
Second, Syrian diplomacy employs what might be termed the “decoupling from the crisis” approach. This approach focuses on separating political dialogue and bilateral relations from outstanding issues such as human rights, refugees, and sanctions, which have a separate context.<\/p>\n\n\n\n
The aim is to prevent these issues from becoming hostages that hinder any progress in relations, while keeping them open for dialogue on parallel tracks.<\/p>\n\n\n\n
Third, the new Syria skillfully utilizes the “common enemy” card, specifically in three areas that threaten everyone: extremism in all its forms, partition projects targeting the unity of Arab states, and foreign influence that disregards state sovereignty. On these commonalities, broad Arab alliances can be built, transcending narrow bilateral disputes.<\/p>\n\n\n\n
However, the real challenge before us remains significant and crucial.<\/p>\n\n\n\n
Damascus’s ability to convince Arab capitals that it has definitively abandoned the state of “statelessness and instability” that characterized the period before Assad’s fall is the fundamental condition for any genuine return to the Arab fold. It will not be enough for Syria to declare its good intentions; it must demonstrate practically its ability to unify its national territory, build a state of law and institutions, and present a stable, sovereign model that does not threaten its neighbors or import crises.<\/p>\n\n\n\n
Only then will the Arab return transform from mere formal diplomatic steps into a genuine and sustainable partnership.<\/p>\n\n\n\n
In conclusion, and without exaggeration, we cannot describe the current Syrian-Moroccan rapprochement as a fully mature and complete “strategic marriage.”<\/p>\n\n\n\n
What exists between Rabat and Damascus today is closer to a pragmatic alliance.<\/p>\n\n\n\n
This is a temporary phase, but it carries within it the seeds of a deeper transformation, within the context of the race to redraw the Arab map currently being waged by multiple regional and international powers.<\/p>\n\n\n\n
Morocco is seeking a reliable partner in the Levant to help it counterbalance Iranian and Turkish influence, which have become a direct challenge to its interests in the region.<\/p>\n\n\n\n

The success of this path hinges entirely on the ability of both countries to overcome the legacy of “destabilization” that characterized the entire previous phase.<\/p>\n\n\n\n
Morocco needs to be confident that the new Syria is not a replica of the old regime, and Syria needs to prove this not with words but with actions on the ground.<\/p>\n\n\n\n
If both sides succeed in this difficult equation, we may be witnessing a new model for Arab relations, driven by shared interests and mutual respect, far removed from the language of guardianship and exclusion.
