He affirmed that after the fall of the previous regime, Syria transitioned from a state of &#8220;non-statehood&#8221; or &#8220;failed state&#8221;\u2014divided among four governments and internal militias\u2014to laying the foundation for building a &#8220;sovereign entity&#8221; and unified state institutions.<\/li>\n\n\n\n<li>Gradual approach to the challenges of sovereignty: He explained that Syria is experiencing a phase of &#8220;incomplete sovereignty&#8221; due to foreign interventions and bases inherited from the past era. However, the current transitional authority is proceeding gradually to address these issues in order to solidify the borders of a unified Syrian territory and subject factional entities to the authority of state institutions and the judiciary.<\/li>\n\n\n\n<li>Building the Social Contract in the Transitional Phase: From a political and philosophical perspective, he pointed out that the social contract and the construction of the political contract during sensitive transitional phases primarily focus on bringing together influential political and military actors on the ground to establish stability and unify institutions. The next step involves engaging society and directly expressing the popular will for post-transitional opportunities through elections, parliament, and elected local councils.<\/li>\n\n\n\n<li>Engaging in the New International Order: He noted the current foreign policy approach of the Syrian administration, which aims to integrate into the global system through a &#8220;triad&#8221; of achieving stability, attracting development investments, and ensuring the return of refugees, while building balanced and healthy relations with neighboring countries and the international community based on shared interests and mutual respect.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>This participation comes within the framework of the &#8220;Syrian Future Movement&#8217;s&#8221; efforts to present well-informed political proposals, contribute effectively to shaping the features of the transitional phase, and support efforts to consolidate the
