The project dates back to 2007, when its implementation began under the &#8220;Emaar Syria&#8221; company during a previous investment period.<\/p>\n\n\n\n<p><strong>The most prominent features of the project in its relaunched phase include:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Total area: 300,000 square meters.<\/li>\n\n\n\n<li>Components: A modern shopping center (200,000 square meters), 250 retail outlets, 600 residential and tourist apartments, 200 five-star hotel rooms, and office towers.<\/li>\n\n\n\n<li>Partners: The General Housing Establishment signed an agreement with the Emirati company &#8220;Emaar Properties&#8221; and the &#8220;Overseas Investment Group.&#8221;<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>The Syrian Future Movement notes that the project serves as a test of the new governance structure and anti-corruption mechanisms, which are the only guarantees against the recurrence of past failures due to dubious deals. We call on the government to take concrete steps toward establishing full transparency in major investment processes and contract implementation, such as forming an independent committee to monitor project execution and making its contracts available to the public.<\/p>\n\n\n\n<p><strong>The Syrian Future Movement believes that the successful resumption of the project will have a positive impact on all Syrian governorates by:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Providing thousands of direct and indirect jobs<\/li>\n\n\n\n<li>Stimulating local supply chains (building materials, services, transportation, etc.)<\/li>\n\n\n\n<li>Boosting state tax revenues<\/li>\n\n\n\n<li>Sending a positive signal to other foreign investors<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>The Syrian Future Movement emphasizes that providing job opportunities through such projects remains a paramount national priority, especially given the lack of accurate official statistics or their significant discrepancies.<\/p>\n\n\n\n<p>The Syrian Future Movement notes that on July 9, 2025, Decree No. 114 was issued, amending certain articles of Investment Law No. 18 of 2021, with the aim of strengthening the investment environment for both Syrians and foreigners.<\/p>\n\n\n\n<p>As we previously published a critical analytical memorandum on July 10, 2025, entitled &#8220;Presidential Decree No. 114 of 2025 and the Establishment of the Development Fund,&#8221; available on the official website, we focused on the tension between the legal framework and the principles of the transitional phase.<\/p>\n\n\n\n<p>The Syrian Future Movement believes that the effectiveness of this legislative framework, and its ability to attract investments commensurate with the scale of the massive destruction, depends on its practical implementation and the genuine intentions on the ground.<\/p>\n\n\n\n<p>However, the Syrian Future Movement believes that the core of the problem lies not only in the legal texts, but also in institutional capacities and the commitment of government entities to applying international standards of accountability to citizens.<\/p>\n\n\n\n<p>Therefore, the Syrian Future Movement calls for treating transitional phase investments as an exception subject to close monitoring and specific performance standards, the violation of which will not be tolerated. This will ensure that the returns are directed towards a future equitable recovery process, rather than remaining confined to the capital.<\/p>\n\n\n\n<p>From this perspective, and in line with our vision, the Syrian Future Movement hopes that new investments will represent a tangible step towards building a state of law, institutions, and citizenship, and not be concentrated entirely in the capital at the expense of the rest of the Syrian governorates.<\/p>\n\n\n\n<p>The Syrian Future Movement emphasizes that the principle of decentralization in development, and ensuring that the benefits of economic recovery reach Idlib, Aleppo, Deir ez-Zor, Raqqa, and other areas, is a crucial test of the seriousness of the national transformation and the extent of the state&#8217;s commitment to the equitable distribution of wealth.<\/p>\n\n\n\n<p><strong>The Syrian Future Movement summarizes its position as follows:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>We are following the resumption of work on the &#8220;Eighth Gate&#8221; project with interest and close monitoring.<\/li>\n\n\n\n<li>We consider its success an opportunity and a test of the transitional government&#8217;s ability to implement concrete reforms that move beyond mere rhetoric and become a reality.<\/li>\n\n\n\n<li>We stress the importance of these transformations representing a starting point for equitable development distribution, and not a reinforcement of the concentration of wealth and economic opportunities solely in the capital.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Project Eight Gate: A comprehensive analysis of its details, partners, and the governance responsibilities required to avoid failure again.<\/p>\n","protected":false},"author":35,"featured_media":63840,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[4661],"tags":[4706],"class_list":["post-63843","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-economic-office-en","tag-press-release"],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v26.9 (Yoast SEO v26.9) -
