The Syrian Future Movement appreciates this step as a positive initial indication of the interim authority’s move towards holding corrupt figures associated with the Assad regime accountable. However, it warns against the danger of settling for partial or superficial accountability that might only remove minor corrupt individuals while leaving the major ones in their positions or under protection.<\/p>\n\n\n\n
Through its media office, the Syrian Future Movement surveyed the opinions of Syrian activists on social media platforms (X, Telegram, Facebook) in the hours following the news, through an initial monitoring of more than 500 posts, comments, and tweets (this is a qualitative, not a comprehensive, survey, but it reflects a general trend).<\/p>\n\n\n\n
It became clear that the vast majority of reactions (approximately 40%) were a cautious welcome of the step, along with a demand for the publication of the investigation’s details. Around 30% of activists expressed skepticism about the effectiveness of the suspension, believing it might be a scapegoat sacrifice to protect more powerful figures.<\/p>\n\n\n\n
Approximately 20% called for expanding the scope of accountability to include former ministers and senior officials.<\/p>\n\n\n\n
Less than 10% opposed the suspension, citing the need to maintain job stability in the energy sector.<\/p>\n\n\n\n
The Syrian Future Movement believes this distribution reflects a broad consensus that the fight against corruption should not be limited to a single individual, but should extend to dismantling entire corruption networks.<\/p>\n\n\n\n
The Syrian Future Movement points out that Talal al-Hallak’s relationship with Asma al-Assad\u2014revealed in previous media and opposition reports (such as an investigation by the Syrian.net website in October 2024 and a report by the Syrian Center for Studies in February 2025)\u2014was based on his mediation in oil, gas, and diesel deals in exchange for commissions ranging from 5% to 15% of the contract value, with the proceeds going abroad.<\/p>\n\n\n\n
Independent estimates indicate that the value of funds looted from the energy sector alone during the war period (2011-2024) reached approximately $12 billion (according to the Syrian Center for Studies report, 2025), while frozen Syrian assets abroad are estimated at $20-30 billion (World Bank estimates, 2024).<\/p>\n\n\n\n
If the transitional government is serious about holding corrupt individuals accountable, it must announce the names of the major figures involved (former ministers, directors-general, and intermediaries) and request that host countries extradite them or freeze their assets.<\/p>\n\n\n\n
The Syrian Future Movement points out that the current measure\u2014an administrative suspension from work\u2014has not yet been followed by any announcement of a judicial investigation into Talal al-Hallak or his referral to the Public Prosecutor’s Office specializing in combating corruption.<\/p>\n\n\n\n
We emphasize that administrative penalties are inadequate given the gravity of the crimes of embezzling public funds, and the absence of a judicial process raises concerns that the decision is merely a public relations stunt and not a genuine start to combating corruption.<\/p>\n\n\n\n
The Syrian Future Movement believes that the transitional phase (after the liberation of Syria in December 2024) requires more than just individual measures.<\/p>\n\n\n\n
It requires the full implementation of the Political Isolation Law, which would prohibit anyone who held a leadership, security, or party position in the Assad regime, or who had economic dealings with its corrupt networks, from holding any public or leadership position in the new state.<\/p>\n\n\n\n
This law\u2014which the Syrian Future Movement has been calling for since the National Dialogue Conference in February 2025\u2014must include ministers, governors, security directors, military commanders, senior directors-general, and businessmen who benefited from contracts with the former regime, and should prevent them from running for office or holding public office for a period of no less than 10 years.<\/p>\n\n\n\n
The Syrian Future Movement demands that the transitional government:<\/p>\n\n\n\n
First, immediately announce the formation of a high-level, independent commission of inquiry (not under the authority of the Minister of Energy) to investigate all contracts of the Ministry of Energy from 2011 until liberation, with its reports to be published bimonthly. Second, expanding the scope of suspension and accountability to include all employees and contractors proven to have dealt with Asma al-Assad or her networks, regardless of their position or influence, while granting those involved a one-month grace period to voluntarily resolve their situations before prosecution.<\/p>\n\n\n\n
Third, referring the case of Talal al-Hallak and all those proven to be involved to the specialized anti-corruption prosecution office, and not relying solely on administrative decisions, with the public being informed of the stages of the investigation.<\/p>\n\n\n\n
Fourth, submitting an official statement of the value of the looted funds in the energy sector and the measures taken to recover them from within and outside the country, in cooperation with Interpol and the United Nations.<\/p>\n\n\n\n
The Syrian Future Movement rejects the logic of “stability at the expense of justice” promoted by some businessmen and former officials close to the transitional authority, who are calling for a general amnesty for economic corruption for fear of disrupting production.<\/p>\n\n\n\n
The Syrian Future Movement affirms that true stability cannot be built on impunity for the powerful, and that leniency towards high-level corrupt individuals will destroy citizens’ trust in the new state and create an irreparable rift between the government and the people. We believe that the success of the transitional phase hinges on holding the major criminals and corrupt officials accountable, not just the minor figures and victims.<\/p>\n\n\n\n
The Syrian Future Movement calls on the transitional government to urgently issue a political exclusion law before the end of 2026. This law should encompass: all those who served as ministers, governors, security directors, or military commanders in the Assad regime; all those proven to be involved in financial corruption or managing oil, gas, or pharmaceutical smuggling networks; and all those directly involved with shell companies affiliated with Asma al-Assad, Bashar al-Assad, or Maher al-Assad. These individuals should be barred from running for any public office, working in the public sector, or managing companies in which the state holds a stake for a renewable period of 10 years.<\/p>\n\n\n\n
The Syrian Future Movement also demands the formation of an independent national body to recover looted funds (by decree of the Prime Minister’s office), operating in cooperation with the United Nations Office on Drugs and Crime.<\/p>\n\n\n\n
The UNODC and the World Bank report to the UN on corruption, and it publishes its findings for the public every three months.<\/p>\n\n\n\n
We also call for the establishment of a special anti-corruption court, independent of the executive branch, to investigate major cases such as oil, gas, and electricity smuggling.<\/p>\n\n\n\n
In closing, the Syrian Future Movement declares its full readiness to contribute to any national effort aimed at purging state institutions of remnants of the former regime and its corrupt officials. This contribution can be made through participation in expert committees tasked with drafting the Political Isolation Law, monitoring the government’s performance in combating corruption and publishing periodic reports, or raising public awareness about the dangers of allowing high-level corrupt officials to remain untouched.<\/p>\n\n\n\n
The Syrian Future Movement affirms that the new Syria will only be built on the foundations of accountability, justice, and transparency.
