The Syrian Future Movement welcomes the US House of Representatives’ vote on December 10, 2025, on the 2026 National Defense Authorization Act, which includes a provision to repeal the Caesar Act sanctions on Syria.<\/p>\n\n\n\n

The vote passed with a clear majority, reflecting the beginning of a genuine shift in the international community’s approach to supporting the new phase in Syria following the end of the previous regime’s rule a year ago.<\/p>\n\n\n\n

The Syrian Future Movement believes that the Caesar Act, imposed in 2019, targeted the former regime and its institutions, and was not directed against the Syrian people.<\/p>\n\n\n\n

Since the fall of the Assad regime and the start of the transitional phase, the continuation of sanctions has hindered the recovery of the national economy, the launch of reconstruction projects, and the restoration of a healthy economic cycle. The House of Representatives’ move is consistent with the fact that Syria has entered a new political phase based on building a state of law and citizenship through legitimate institutions open to the world.<\/p>\n\n\n\n

The Syrian Future Movement affirms that lifting the Caesar Act is a national necessity to consolidate stability, open doors to investment, restore economic and banking relations, and rebuild infrastructure in a way that serves the lives of citizens and strengthens the success of the transitional process.<\/p>\n\n\n\n

The Syrian Future Movement indicates that the legislative process in the United States requires two additional stages:<\/h2>\n\n\n\n
    \n
  1. A vote by the US Senate on the provision related to repealing the Caesar Act within the National Defense Authorization Act.<\/li>\n\n\n\n
  2. The signature of the US President for the repeal to become fully effective.<\/li>\n<\/ol>\n\n\n\n

    These remaining steps necessitate continued efforts by Syrians and friends of Syria in the United States and around the world to ensure the consolidation of this political and diplomatic shift, and to guarantee support for Syria on its path toward stability and a sound political transition.<\/p>\n\n\n\n

    The Syrian Future Movement calls on all international partners to support the new Syria and to deal with it as a state undergoing the reconstruction of its institutions according to modern constitutional and legal foundations, and to strengthen the path of controlled economic liberalization, which will directly impact the lives of Syrians and enhance the chances of a successful comprehensive national transition.<\/p>\n\n\n\n

    The Syrian Future Movement affirms that lifting the Caesar Act is not the end of the road, but rather a fundamental step on a long path that requires continuous cooperation between the transitional government, civil society, and international partners to ensure the building of a modern, prosperous state that is integrated into the international system and committed to the principles of justice and human rights.<\/p>\n","protected":false},"excerpt":{"rendered":"
