Vision and Approach
The founders of the Syrian Future Movement prioritize restoring Syria as a strong, free, advanced, and healed nation from the afflictions caused by the oppressive and tyrannical regime in all aspects. This is to be achieved by re-establishing the righteous and reformative citizen in work, knowledge, economy, spirit, culture, and belief, based on the values of divine religions, human rights, respect for pluralism, and a balance between rights and duties in all sectors.
The founders strive to enable the nation to reclaim its leading and pioneering role on the local, Arab, Islamic, and humanitarian levels, steering clear of divisive alliances and detested regional agreements that have plunged Syria into isolation from the Arab world and the international community. They seek to revive the bright image of the Syrian people in harmonious coexistence and pure, benevolent giving across all spectrums without discrimination. They emphasize liberating the national direction from political and sectarian dependency while upholding Arab and religious interests in general, as well as international charters and mutual respect without compromise—charters that advocate for peace, respect for nations, and the safeguarding of their unique identities, beliefs, values, and principles.
The founders believe that change and reform are inseparable goals for achieving national progress. This cannot be accomplished by a single party, group, movement, organization, or council alone but rather through the collective efforts of national forces based on cooperation, integration, equality, and honorable competition—free from exclusion, marginalization, superiority, domination, or intellectual, material, or moral coercion.
The founders aim to build a virtuous, unified, and strong society where justice and equality prevail among all individuals, and where people of all races, colors, and nationalities live in a spirit of cooperation, free from conflicts over rights and duties, ensuring fairness for all.
Additionally, the founders are keen to learn from the experiences of others, as "wisdom is the lost property of the believer"—a treasure that belongs to no single nation or generation alone.
Programs
The founders believe that human beings are composed of two elements: the soul and the body, with neither existing without the other. Likewise, the nation has two wings: one of knowledge, thought, intellect, faith, and values, and the other of power, resources, labor, will, and law. All these are essential for the necessary change, reform, and progress. As stated in the Quran: "And for all are degrees according to what they have done." Moreover, wisdom dictates: "All citizens are God's creation, and the best among them in His sight are those who do the best deeds."
The founders seek to establish a modern, progressive, and democratic civil state that neither denies nor excludes religions and does not override human values in the selection of leaders, parliamentary representatives, national principles, and strategic policies. They advocate for a governance approach that ensures the protection of Syria’s national identity while safeguarding the five essential necessities for every individual—religion, wealth, intellect, lineage, and life—alongside fulfilling societal needs and enhancements based on a prioritized program.
The founders believe in working with others based on shared principles and unified visions.
They also aim to organize seminars and meetings that concern every citizen, fostering dialogue and convergence of perspectives on crucial and reality-based issues.
Principles and Foundations
The divine religions are a primary source and reference for legislation for all citizens, with priority given to Islamic legislation, which the vast majority adhere to.
The people are the primary source of all authorities and the sole rightful decision-makers.
Democracy is a means to achieve the people's goals of freedom, justice, progress, and stability.
Change and reform are inseparable objectives for achieving a new, independent, free, and developing nation.
Freedom, justice, and equality form an equilateral triangle with complementary angles, serving as the nation's protective shield against internal and external enemies.
The nation and the citizen are two parallel lines—neither overpowering the other, but rather supporting and strengthening one another.
The nation's right: To preserve its unity, independence, development, and every inch of its land while reclaiming any usurped territory.
The citizen's right: To live a dignified life with the right to honorable work and freedom that does not infringe upon the freedom of others.
The right of politics: To manage the state with integrity, rejecting the notion that the ends justify the means, and opposing deceit, hypocrisy, and duplicity. It must be guided by transparency, integrity, accountability, and fulfilling duties to safeguard the nation and its citizens.
The family's right: To care, protection, sufficiency, guardianship, and secure housing in all places.
The right of non-Muslims: To be governed by their own religious laws in matters of belief, worship, and personal family affairs.
Equality in human dignity is an Islamic value, while the diversity of people into nations and tribes is meant for mutual recognition and cooperation, not for conflict or division.
National demand: Respect for constitutional legitimacy, government administrations, institutions, and established laws.
Change, reform, and development: Must be pursued through the constitution and agreed-upon laws.
Dialogue: The path to achieving national consensus, guided by mutual trust, reasoning, and evidence.
Consensus or unanimity: A fundamental pillar of the political system and constitutional legitimacy.
Competence, experience, scientific qualifications, and a good reputation: These are the fundamental criteria for assuming responsibilities. There is no place for favoritism, nepotism, factionalism, sectarianism, or corruption.
Goals
Achieving political change and reform in the social, educational, scientific, economic, administrative, planning, functional, mobilization, military, and judicial fields. Ensuring public freedoms, including power rotation, political parties, associations, civil institutions, unions, syndicates, and various groups. Emphasizing morals and values in individual, family, and social life as established by all divine religions and agreed upon by human society. Establishing a state of institutions based on the rule of law. Reviving the national economy through balanced, comprehensive, and sustainable development programs. Securing a dignified life without discrimination for all citizens and providing essential services and necessities such as food, clothing, housing, healthcare, education, transportation, permissible hobbies, and parks. Focusing on science, education, strategic research, and intellectual, cultural, and social centers. Giving priority to the youth sector by directly addressing its issues, enhancing its potential, employing it, and involving it in state affairs management. Preserving the identity and belonging of the Syrian citizen by safeguarding their freedom and dignity and fulfilling their needs so they can be productive, positive, and committed to national causes. Recognizing the languages of all peoples and minorities as official languages in their majority regions, alongside the majority language, Arabic, as the official language of the state. National and homeland security is not a slogan exploited for the benefit of a sect, faction, or bloc but a reality that serves the nation and its citizens in the face of regional and international alliances. Security, trust, and faith are three interdependent elements; there is no security without trust, no trust without faith, and when faith is lost, trust disappears, leading to the loss of security. Caring for environmental safety ensures the well-being of citizens' lives, economy, health, resources, the beauty of their surroundings, and the attraction of tourists to their country.
The state
The state is our primary goal, and we strive to establish its foundations and principles, including:
The free selection of officials and holding them accountable.
Ensuring the absolute independence of the judiciary so that officials cannot interfere in its affairs.
Separation of powers while maintaining coordination among them to achieve the integration of their roles, functions, and contributions.
The state is an agent of the people, not the principal or a substitute, in carrying out its duties, including defense, security, foreign affairs, planning, programming, governance, legislation, execution, judicial rulings, and defining the roles of the public and private sectors. All of this is conducted based on a policy of public interest, reinforced by incentives and rewards.
The state is responsible for public utilities, infrastructure, their management and development, addressing crises, solving problems, and guiding both the public and private sectors toward development and meeting growing essential needs.
The state is a neutral civil administration concerning intellectual and political movements within society.
Characteristics of the state
It is a republic based on the principle of citizenship for all citizens, enjoying equal rights and duties.
It is a republic based on a constitution that ensures the separation of powers and the rule of law over them (executive, legislative, judicial, oversight, and religious).
It is a republic based on an independent judiciary to safeguard rights and establish justice for stability, security, and safety, with its own budget and independent expenditures.
It is a democratic republic in all of its institutions, bodies, and methods, with a democracy that holds modern, religious, value-based, humanitarian, educational, and national significance, regulating the behavior of both rulers and the ruled in managing public affairs. It defines the fundamental rules upon which the state's system and constitution are based and accepts benefiting from the world's democratic practices in pursuit of the best, most effective, and safest outcomes for the nation.
It is a civil republic, not a military, dictatorial, security-based, or religious state governed by so-called religious leaders through symbols such as the crescent or cross in the name of the almighty God. There is no sanctity to human words after the prophets and messengers, and there is no return to the era of pharaohs, tyrants, and despots. The foundation of the modern civil state lies in the people's choice of their authorities and institutions through free elections and voting.
As for divine laws, they are the fixed reference for the state and its followers in essentials and fundamentals, but not in details, especially for the vast majority of Muslims. The Supreme Constitutional Court and the Higher Council for General Iftaa oversee this.
Basic Political Principles
Freedom is a fundamental and inherent right for citizens within national laws.
Equality and equal opportunities are essential for achieving justice and growth, with no distinction between male and female.
Political pluralism is a foundation for the stability of national political work.
Partnership between state institutions and popular organizations is vital for the stability of the political system.
Neutrality in the public oversight system is necessary for reform and change in the administrative apparatus.
Judicial justice is the guarantor of security, safety, faith, and rights for the nation and its citizens.
Local governance for provinces is decentralized, with governors elected freely, as well as the provincial council.
Freedom of data, decisions, and administrative information exchange is guaranteed, as long as it does not conflict with national security.
Focusing on accountability and responsibility is crucial for combating corruption and establishing appropriate mechanisms.
Free and fair elections are the best means of expressing the will of the people and require several standards to ensure integrity, including the nomination, voting, counting, and announcement stages, all under the supervision of the judiciary and the approval of the Supreme Oversight Council.
Foundations and Principles of National Security
National security begins with preserving the unity of the land and liberating the occupied territories, and ends with defending the entire homeland and its citizens, securing its borders.
The principle of dialogue is considered fundamental for understanding and cooperation with others, avoiding marginalization, exclusion, and treason.
National security believes that national security can only be achieved through the unity of the Arab and Islamic nations, as the security of the center of the circle depends on the security of its surroundings. Achieving this requires a necessary study in line with the free will of the people.
The goal of national security is to preserve the Syrian Arab Republic, its land, people, political system, national interests, values, unity, and cultural identity, and maintain connections with other civilizations.
It aims to preserve population distribution by distributing development projects to reduce rural and peripheral migration to the capital and other cities.
It seeks to modernize, develop, and build the state's comprehensive strength in all political, economic, military, cultural, social, medical, and service sectors, among others.
It aims to employ human, natural, and industrial resources to protect national interests and strengthen complementary relations with Arab and Islamic countries to balance dependence on Western and major industrial powers.
Basic International Principles
Peaceful relations with all countries and peoples of the world, international bodies, institutions, and agreements, based on respect, cooperation, and equality, affirming human brotherhood and civilizational integration.
Ensuring non-aggression and non-interference in national affairs, and preventing political, economic, and cultural domination under the pretext of defending human rights.
Working to reform the United Nations to fulfill the principles for which it was established, particularly reforming the Security Council, especially concerning the veto power, which undermines the democracy of the United Nations General Assembly, and ensuring it truly represents all continents and civilizations.
The movement believes in the necessity of reviewing and reassessing many agreements and treaties in various fields signed between countries, ensuring they are acceptable to the people on the basis of justice and achieve mutual interests.
National Security Policy and Foreign Relations
Achieving internal cohesion to face both external and internal challenges by establishing the principle of citizenship in its best form through reform and change measures.
Taking necessary steps to preserve citizens' rights to the water resources of the Tigris and Euphrates rivers, establishing a complementary relationship with Turkey, strengthening ties, removing obstacles, and resolving disputes for regional security and good-neighborliness.
Focusing on strategic technological, industrial, and technical development as a foundation for various industries and solar energy to meet diverse needs.
Prioritizing the armed forces, both personnel and equipment, to establish a national defense army, working to prepare it to fulfill its intended role in protection, deterrence, and the liberation of occupied territories, alongside national foreign policy efforts.
Striving for the establishment of a Palestinian state with Jerusalem as its capital, ensuring the right of return for Palestinians to their homeland, and supporting the Arab League, the Organization of Islamic Cooperation, and the Jerusalem Committee to achieve their founding objectives.
Opening doors for researchers, intellectuals, and scholars to contribute to the revitalization and influence of these organizations on the people.
Supporting the right of all nations worldwide to liberation and independence by all possible means, including their right to resist and determine their own destiny.
Supporting nations in their revolutions for freedom, democracy, and a dignified life, opposing oppression and despotism, collaborating with countries around the world to protect the environment, working diligently for a Middle East free of weapons of mass destruction, and pressuring Israel to sign and join the treaty.

From the national principles of the Syrian Future Movement:
Viewing Syrian emigrants as a positive moral, scientific, and financial pillar supporting the homeland for Syria’s future, as well as a strong, honest, and loyal bridge to restore clean, national relations between Syria and the world. This is achieved through attention to emigrants, preserving their national identity, ensuring the safety of their intellectual, scientific, economic, and literary investments at home and abroad, and recognizing their national rights.
National Unity and Religious Affairs
It plays a fundamental and essential role in the general development of humans, and specifically the Syrian identity, as it is the effective influence in guiding public behavior to achieve shared human and national principles, goals, and interests.
It is the traditional and modern driver for addressing the spiritual and material aspects that civil laws fail to resolve in times of peace and war.
It is the source of verbal calls backed by practical application on the ground for freedom, justice, equality, and human and national brotherhood.
It is the source of human and national education on the values of solidarity, mutual support, cooperation, love for others, and altruism. It drives the people of the world to seek knowledge and understanding, leading to righteous actions and reform, culminating in sustainable goodness.
It is the banner of freedom of belief, freedom of opinion, and freedom of thought within the bounds of respect, reason, and the etiquette of disagreement.
It is the foundation for dealing with others of different nationalities, ethnicities, and languages with kindness and fairness, preserving human dignity and maintaining national unity.
Based on all of this, it is the state's responsibility to implement the necessary policies to achieve the goals of religions in general, and Islamic law in particular, which form the basis of the majority's beliefs in Syria and the ancient civilizations of the nation. This includes establishing institutions, organizations, and associations capable of achieving all of this in individuals, families, communities, and the state in a coherent and integrated framework within both civil and religious educational administrations.
We believe that the role of the Ministry of Religious Affairs and Endowments is significant in developing religious and human educational curricula based on Syria's civilizational heritage, moderate and tolerant intellectual education, and coexistence throughout its long history, with a strong and united people rooted in authentic values and customs. This is supported by a high commission of religious scholars from various religions and sects whose task is to assist the ministry with expert committees in religious and civil affairs, serving as a reference for consultation, free from political, security, and even executive influences, to ensure the safety of programming and planning for the development of a good and reformative citizen.
Places of worship are considered one of the components of Syrian society and play an important role in serving national issues through their spiritual status, contributing to reform, change, and the building of Syria’s future by supporting national ethical, humanitarian, religious, and cultural values in the face of deliberate assimilation and intellectual invasion aimed at weakening the citizen's relationship with the motherland through various media and communication channels, and weakening the relationship between followers of heavenly religions and religious sects.
Places of worship should strengthen the spirit of national unity by empowering civil society organizations and institutions concerned with disadvantaged social groups, free from personal interests or extremist religious, sectarian, or doctrinal paths.
General Development
The movement seeks to build a righteous, reformative, and beneficial citizen and secure the essential necessities and important requirements for them through:
Developing a national plan for integrated and sustainable development.
Attracting individuals with knowledge, experience, skills, and material resources from within and outside the country to implement development programs, while ensuring the necessary climate and laws to protect them, their performance, and their wealth, achieving both public and private interests for all.
Establishing vital, specialized national projects according to a priority scale.
Re-examining the file of Syria's looted wealth, including money, construction land, agricultural land, and various raw materials (petroleum and others).
Holding educational and awareness-raising courses to build a righteous human being, scientifically, culturally, and morally, while developing their skills, mental, psychological, and physical abilities, so they can fulfill their role in cultivating the earth as God intended.
Human Development in the Fields of Education, Teaching, and Scientific Research
This can be achieved by focusing on reforming and developing education at all stages, particularly with respect to religion, the nation, and the Ummah. Special attention should be given to shaping future generations in a way that strengthens their adherence to religion, their loyalty to the homeland, and deepens their Arab identity, along with their use of classical Arabic. This will guide them toward intellectual, cultural, and social unity, protecting them from losing their way amidst the unknowns of globalization, and fostering both a sense of humanity and national awareness.
The movement believes that a righteous, reformative citizen fulfills the aspirations and needs of the nation, the Ummah, and humanity in progressing toward development and growth, while staying connected to their roots, preserving their personal identity. This aligns with the words of the Pakistani poet Iqbal: "Whoever neglects their identity is most deserving of destruction. They will never see their own identity in time, just as those who imitate the lives of strangers."
The movement views learning as a right for citizens and an obligation that the state guarantees for all. It should cater to diverse talents, demands, and intellectual capabilities, providing for the needs of the people from all corners of the nation.
The movement sees education, training, and mastery of Arabic as three essential pillars of the educational triangle, without which it is incomplete. Modern curricula, methods, and diverse approaches should be used to achieve this, while also giving attention to the languages of minority groups as additional languages alongside Arabic.
There must be a balance between types of education and their specialties, between quality and quantity, and between national needs and developmental requirements, which is crucial for integrated development.
Curriculum development, along with the training of teachers, administrators, guides, and staff to be good role models, is essential. This is because one cannot give what they do not possess. It is also necessary to provide them with their rightful compensation and recognition.
The founders believe that focusing on the English language in education opens the door to advanced learning and scientific specialization, which is essential for the nation's needs in various fields.
It is necessary to adopt the fundamental elements required to expand education both in terms of quantity and quality, as well as geographically, in order to keep pace with scientific and technological progress.
Elements of reform, change, and development in all stages of education must be clarified, distinguishing what is general from what is specific.
There must be avenues for citizens to participate in public funding, whether for material or moral benefit, including voluntary charitable contributions for educational projects.
There must be relative stability in educational policy to match the progress of other countries, whether in the stages of kindergarten, pre-university, university, or higher education, along with research and preparation of researchers, establishing research centers and studies.
It is crucial to develop curricula, examination systems, teaching staff, and administrative bodies, while revitalizing diverse student activities to build an integrated national identity.
An annual evaluation of the educational process, both internally and externally, is necessary to assess whether the desired objectives have been achieved.
There must be a strong emphasis on scientific research, identifying priorities, establishing strategies, and supporting scholarships in specialized fields in advanced countries.
Journals and books must be published to disseminate research and studies, and diverse, expansive libraries should be created, with global scientific networks opened through international site subscriptions, along with finding ways to support all these initiatives.
Health and Pharmaceutical Development
The founders believe in providing healthcare and pharmaceutical services to citizens, regardless of their financial abilities or place of residence. Citizens have the right to receive medical treatment, with a special focus on those who are unable to afford it.
It is essential to improve the quality of healthcare services and expand health insurance coverage through the establishment of small health units in cities and villages, in addition to the essential hospitals and clinics equipped with advanced and comprehensive medical devices.
Efforts must be made to enhance the efficiency of doctors in various specialties, as well as nurses, while improving their living conditions and providing emergency medical transport, including ambulances and aircraft, equipped with intensive care facilities.
There should also be a thorough discussion about medications, including their availability, pricing, quality, and related matters, all of which are necessary to complete the development of the healthcare sector.
Urban Development
It includes, first and foremost, the reconstruction of the cities, villages, and infrastructure that were destroyed and ruined by the fallen regime. This is accompanied by the initiation of urban and housing planning, as well as general infrastructure development. Additionally, attention must be given to the re-distribution of the population based on the availability of human resources, both in terms of quantity and quality, and in line with national security requirements. This should be done by attracting residents, skilled individuals, and those with capabilities to less densely populated provinces with more resources.
Urban development will also be accompanied by the development of roads, transportation, communication systems, public services, and tourism.
Productive Development
It includes achieving a balance between various sectors and multiple productive projects, such as agriculture, industry, livestock production, energy, mining, petroleum and gas resources, water resources, marine wealth, and advanced irrigation systems that are cost-effective. This should be accompanied by encouraging both internal and external investment through structured and secured programs.
It is necessary to define: fiscal policy, monetary policy, trade policy, domestic and foreign investment, wage structure reform, unemployment issues, illiteracy, childhood, child labor, social justice (individual, family, society), orphans, people with special needs, youth, religious institutions (educational and charitable), places of worship, and so on.
Youth in Syria
The Syrian Future Movement seeks to focus on studying the harsh psychological state of Syrian youth caused by the brutal war against our youth cadres of both genders.
The Syrian Future Movement's goals include preparing a cadre of specialists to treat the psychological disorders caused by the revolution across the homeland.
The Syrian Future Movement works on directing both the Syrian media and drama to help the revolution's youth overcome the negative effects caused by the war, such as exhaustion, anxiety, and psychological illness.

Syrian Future Movement believes in the role of youth in Islam and before Islam, as we all know the story of the People of the Cave, who were young believers praised by God in all heavenly religions.
Syrian Future Movement calls on educated Syrian youth to read religious and sectarian texts consciously, for the sake of unity, not division.

The Syrian Future Movement's Means to Achieve These Goals / 2 /:
The Syrian Future Movement sees the necessity of studying and analyzing the status of women in Syria specifically and in the Arab world generally, conducting comparative studies, and benefiting from them to improve the status of women in Syria.
The Syrian Future Movement's strategy is to establish strong relationships with all women’s associations and organizations in Syria and its surroundings, collaborating with all associations, organizations, individuals, and media outlets to amplify the voice of women, express their aspirations, advocate for their rights, and unite their efforts for the public interest. The strength of any group lies in its unity, and it works to create female leadership cadres and encourage them to assume various positions, starting from local leadership roles, extending to embassies, ministries, and other senior state positions.
One of the Syrian Future Movement's priorities is organizing seminars and lectures, benefiting from both Arab and foreign expertise, and organizing accompanying activities to achieve these goals. To this end, it supports women's education in languages other than Arabic.
The Syrian Future Movement proudly declares: the families of the martyrs, who have drawn the map of a new Syria with their pure blood, our wounded heroes who have courageously paved the paths of freedom, and our missing loved ones, whom we wish safety for—along with their mothers and children—are in our hearts, without the need for recommendation.
The Child in Syria
Care for children who have suffered physical harm during the Syrian revolution and provide them with necessary treatment and medication (whether inside Syria or abroad, as possible).
Embrace children who lost their parents during the Syrian revolution by providing care and protection through institutions at all levels (physical health).
Focus on studying the severe psychological condition of Syrian children caused by the brutal war.
Help children recover from the fear and terror they experienced, aiming to restore their mental and emotional balance to ensure a stable upbringing and a better future for them. This will be done through special rehabilitation centers overseen by a team of educational specialists and counselors.
Reintegrate children into Syrian society, especially after the effects of displacement (both internal and external).
Establish institutions dedicated to collecting zakat and charity funds for plans that aim to ensure a decent life for all Syrian children.
Educate Syrian children with a culture of life instead of a culture of death, and a culture of construction instead of a culture of bloodshed, so they can be the foundation of rebuilding the Syrian state.
Ensure a decent life for them by providing opportunities for a dignified life (clothing, shelter, schools, hospitals, health clinics).
Raise children according to the teachings of the heavenly religions and the advice of all the prophets and messengers, to make them righteous and reformers.
The Syrian Future Movement rejects the involvement of children in violence or arming them, and will fight anyone proven to be involved in such acts and bring them to fair trial.
The Syrian Future Movement believes that arming children (to kill others) is the "killing of their childhood," which should be filled with love and smiles for society.
The Animal in Syria
The Syrian Future Movement will work on reviving what was known as the "Endowment for Stray Dogs and Cats" (which was previously implemented in Syria, particularly in Damascus, with one of its headquarters being the site of the Damascus International Fair).
This involves allocating endowment funds to care for stray dogs and cats in the streets, alleys, and roads, providing them with necessary healthcare and food until they pass away peacefully.
The Syrian Future Movement will also take care of animals such as cattle, sheep, goats, and others that were affected by bombings or destruction in various forms, by providing them with special healthcare so that the community can benefit from them.
