Heavy manufacturing returns with the production of the first locally developed type of cement in Syria

The Syrian Future Movement welcomes the announcement by the General Company for Cement and Building Materials Industry and Marketing (Omran) on December 7, 2025, regarding the launch of “Pozzolanic Cement 42.5 – CEM II,” the first locally produced cement product to enter the Syrian market after the liberation of conflict-affected areas. We consider this national achievement an important step towards reviving the Syrian industrial sector and restoring Syria’s reliance on its own resources for essential building materials.

The Syrian Future Movement believes this announcement lays the foundation for a new phase of reconstruction and development, prioritizing Syria as a fundamental choice that strengthens economic sovereignty and reduces external dependence.

The Syrian Future Movement calls on all governmental and private entities undertaking reconstruction projects to prioritize locally produced goods in construction contracts. This preference should be an integral part of a long-term national strategy for rebuilding industry and stimulating the economy.

The Syrian Future Movement prioritizes ensuring that locally produced cement meets rigorous technical standards to guarantee its suitability for use in infrastructure and housing projects. Any reliance on locally produced cement must be accompanied by regular quality control tests, safety guarantees, and adherence to high construction specifications.

The Syrian Future Movement calls for securing the necessary production inputs, including energy, transportation, and services, to ensure the continued availability of locally produced cement at reasonable prices. We also advocate for stimulating investment in the industrial and infrastructure sectors within a comprehensive reconstruction plan.

The Syrian Future Movement believes that reviving essential industries like cement will create real job opportunities, both direct and indirect, contributing to reducing unemployment and boosting local economic activity. This aligns with our vision of building a modern Syrian state capable of achieving self-sufficiency and economic stability.

The Syrian Future Movement calls for transparent mechanisms for distributing building materials to ensure fairness and prevent monopolies or politicization. We also believe that reconstruction must be managed within a comprehensive national plan that prioritizes Syria’s interests above all narrow considerations.

The Syrian Future Movement believes that the announcement of the pozzolanic cement is “the beginning of a path” towards the reconstruction of Syria on national, developmental, and institutional foundations. The success of this step requires comprehensive national cooperation, responsible national leadership, well-thought-out development policies, and a long-term strategic vision. We emphasize that the Syrian Future Movement respects this initiative and pledges to the Syrians to be an active partner in the path of reconstruction and renaissance, for a free, safe, and prosperous Syria, with the state institutions it deserves.
