  1. The constitution is a social contract between the ruler and the ruled. It guarantees the latter’s rights, protects their freedom and dignity, ensures their participation in decision-making, limits the ruler’s authority, and makes them accountable to the people.
  2. . It is a guarantee of the unity of the land and the people, the preservation of diversity and pluralism, and the establishment of a spirit of tolerance in society.
  3. The constitution must be the product of a free and genuinely Syrian and national popular will to gain its true authoritative legitimacy.
  4. We caution against tampering with the constitution and emphasize the need to prevent any authority from changing or interpreting it in ways that contradict the agreed-upon contract of the Syrian people.
  5. We reject any constitution that does not reflect genuine popular will.
  6. The constitution must result from an inclusive and transparent national dialogue involving representatives of the people from inside and outside the country, from various spectra, components, and regions.
