1. We aim to establish a state of institutions, not a hybrid, fragmented, or sovereignty-deficient state.

2. Achieving true independence for Syria enables the establishment of a modern, contemporary “state” authority over its entire national territory.

3. This is achieved through Syrian national constitutional and legal institutions that do not follow internal private agendas or external schemes.

4. All Syrian citizens must be made equal in rights and duties before the “state” institutions, regardless of their categories, religions, sects, ethnicities, and differences.

5. Sustainable stability in Syria is realized through the activation of institutional work, and by detaching the concept of the “state” from the idea of the charismatic leader or the sole party.

6. Empowering the people with the right to access political information, monitor the government, and oversee the functioning of state institutions, while enhancing transparency and making officials employees under the authority of the law.
