In a speech at the 23rd UN Conference on Disarmament Issues, Amano said the agency had concluded that the building destroyed in Deir ez-Zor in 2007 was a nuclear reactor that the Syrian regime should have declared to the agency and provided guarantees regarding the peaceful nature of its nuclear activities.
